* Don't add OpenAIResponses as part of Dev UI

You should be able to add and remove Dev UI without impacting your other production endpoints.

* Remove `AddDevUI()` and do not map OpenAI endpoints from `MapDevUI()`

* Fix comment wording

* Revise documentation
