Enhance parseArgsToMap with tolerant JSON parsing
- Introduced `tolerantParseJSONMap` to handle bareword values in streamed tool calls. - Added robust handling for JSON strings, objects, arrays, and numerical values. - Improved fallback mechanisms to ensure reliable parsing.
