The workspace denies `clippy::expect_used` in production. Although
`clippy.toml` allows `expect` in tests, Bazel Clippy compiles
integration-test helper code in a way that does not receive that
exemption, which encouraged verbose `unwrap_or_else(... panic!(...))`
and equivalent `match`/`let else` forms.
This allows `clippy::expect_used` once at each integration-test crate
root (including aggregated suites and test-support libraries), then
replaces manual panic-based Result and Option unwraps with
`expect`/`expect_err`. Standalone `tests/*.rs` files remain their own
crate roots. Intentional assertion and unexpected-variant panics remain
unchanged, and the production `expect_used = "deny"` lint remains in
place.
The cleanup is mechanical and net-negative in line count.

## Why
Realtime voice harness tuning needs app-side control over what backend
Codex text is spoken. Backend orchestrator text is written for a reading
UI, so automatically speaking every preamble, progress update, or final
assistant message can make the realtime voice model too chatty.
For experimentation, clients need two simple controls: keep app/client
text-item injection on the existing item-create path, and add an
explicit speakable path that app code can call only when it wants
realtime to speak. Automatic Codex output also needs an opt-in way to
switch from the protocol's default speakable path to regular realtime
items, with a caller-provided prefix so prompt wording can be tuned
outside core.
The default remains unchanged: if a client omits the new start fields
and never calls `appendSpeech`, automatic backend output continues down
the existing speakable path for the selected realtime protocol.
## What Changed
- Adds experimental `thread/realtime/appendSpeech` for app-provided
speakable text.
- Keeps existing `thread/realtime/appendText` as the item-create API for
app-provided realtime text items.
- Adds `codexResponsesAsItems` / `codex_responses_as_items` on
`thread/realtime/start` to send automatic Codex responses with
`conversation.item.create` instead of the protocol's default speakable
output path.
- Adds `codexResponseItemPrefix` / `codex_response_item_prefix` so
clients can prepend experiment instructions to those automatic Codex
response items.
- Keeps literal `conversation.handoff.append` routing scoped to the v1
speakable path; v2 default speech uses its item/function-output plus

__Details__:
Failures in samples seem to be caused by:
1. The mock websocket sends conversation.handoff.requested.
2. The mock immediately closes the websocket because
start_websocket_server(...) defaults to close_after_requests: true.
3. On Windows, that close often surfaces as os error 10053 / 10054.
4. The realtime stream shuts down before the routed handoff finishes
creating/steering the follow-up request.
5. The test waits for the expected follow-up event and times out.
The PR changes only step 2: for this test, the mock websocket stays open
after sending the scripted handoff event. The same handoff event is
still sent, and the test still asserts the important steering behavior:
1. first Responses request has the original prompt
2. first request does not contain realtime delegation
3. second Responses request does contain the realtime delegation

## Description
This PR adds an optional `metadata` field to `ResponseItem` for
Responses API calls. Only mechanical plumbing, no actual values
populated and sent yet. Turns out just adding a new field to
`ResponseItem` has quite a large blast radius already.
This change is backwards compatible because `metadata` is optional and
omitted when absent, so existing response items and rollout history
without it still deserialize and requests that do not set it keep the
same wire shape. For provider compatibility, we strip out `metadata`
before non-OpenAI Responses requests so Azure and AWS Bedrock never see
this field.
My followup PR here will actually make use of it to start storing and
passing along `turn_id`: https://github.com/openai/codex/pull/28360
## What changed
- Added `ResponseItemMetadata` with optional `turn_id`, plus optional
`metadata` on Responses API item variants and inter-agent communication.

## Summary
Add an explicit `user` or `developer` role to
`thread/realtime/appendText` and propagate it through the realtime input
queue into `conversation.item.create`. Older JSON clients that omit the
field continue to default to `user`.
This lets app-provided context such as memory retain developer authority
without bypassing app-server through a renderer-owned data channel. The
app-server schemas, API documentation, and focused protocol and
websocket coverage are updated with the new contract.

## Summary
Adds a `RealtimeConversationArchitecture` option for realtime
conversation startup, with `realtimeapi` as the default and `avas` as an
opt-in architecture.
The AVAS path is limited to realtime v1 conversational WebRTC starts,
and WebRTC call creation appends `intent=quicksilver&architecture=avas`
to `/v1/realtime/calls`. The existing sideband websocket still joins by
`call_id`.
This also exposes the per-session architecture override through
app-server v2 `thread/realtime/start` params and updates the config
schema for `[realtime].architecture`.

The realtime frontend model and the backing Codex thread should present
one coherent assistant. Raw typed messages, steers, and worker reports
belong to the orchestrator; the frontend model should receive the
orchestrator's user-facing result rather than a second copy of those
inputs.
Today normal `turn/start` input is automatically inserted into the
realtime conversation, while `turn/steer` is not. Besides creating
inconsistent context, this can make the frontend model react
independently before Codex has produced the response it should speak.
## What changed
- Remove automatic accepted-user-input mirroring into realtime
- Remove the mirror-only echo-suppression flag and dead V2 prefix helper
- Preserve explicit app-to-realtime text injection and FEM-to-Codex
delegation

Thread cwd and environment selections are a single logical setting in
core: updating one without the other can silently desynchronize the
next-turn execution context. This change makes that relationship
explicit in the internal thread settings flow while preserving the
existing app-server public API shape.

`codex_core` is consistently a bottleneck for incremental builds during
iteration. The simplest fix is to make the crate smaller.

`codex-core` owns several reusable prompt renderers and static prompt
assets, which makes the crate harder to split apart.
Rename `codex-review-prompts` to `codex-prompts` and move shared review,
goal, permissions, compaction, realtime, hierarchical AGENTS.md, and
`apply_patch` prompts into it. Move prompt-only tests and update
consumers and `CODEOWNERS`.

When provided, accepted entries are inserted into model context as
hidden contextual message items, not as visible thread user-message
items.

Values are not escaped. Each value is truncated to 1k approximate tokens
before wrapping.
For `turn/start`, accepted additional context is inserted before normal
user input. For `turn/steer`, additional context is merged only when the
steer includes non-empty user input; context-only steers still reject as
empty input.
## Dedupe Strategy
`AdditionalContextStore` lives on session state and stores the latest
complete additional-context map.
Each `turn/start` or non-empty `turn/steer` treats its
`additionalContext` as the current complete set of values. Entries are
injected only when the key is new or the exact entry for that key
changed, including `value` or `kind`. After merging, the store is
replaced with the provided map, so omitted keys are removed from the
retained set and can be injected again later if reintroduced.
Omitting `additionalContext`, passing `null`, or passing an empty object
resets the store to empty and injects nothing.

- Threads experimental v2 `additionalContext` through app-server into
core turn start and steer handling.
- Adds separate contextual fragment types for untrusted user-role
context and application developer-role context.
- Uses pending response input items so additional context can be
combined with normal user input without treating it as prompt text.

## Summary
The first three PRs in this stack are a cleanup pass before the actual
thread settings API work.
Today, core has several overlapping "user input" ops: `UserInput`,
`UserInputWithTurnContext`, and `UserTurn`. They differ mostly in how
much next-turn state they carry, which makes the later queued thread
settings update harder to reason about and review.
This PR starts that cleanup by adding the shared
`ThreadSettingsOverrides` payload and allowing `Op::UserInput` to carry
it. Existing variants remain in place here, so this layer is mostly a
behavior-preserving API shape change plus mechanical constructor
updates.

By the end of PR3, `Op::UserInput` is the only "user input" core op. It
can carry optional thread settings overrides for callers that need to
update stored defaults with a turn, while callers without updates use
empty settings. `Op::UserInputWithTurnContext` and `Op::UserTurn` are

## Why
PR #21460 reverted the earlier move of skills change watching from
`codex-core` into app-server. This reapplies that boundary change so
app-server owns client-facing `skills/changed` notifications and core no
longer carries the watcher.

- Remove the core-owned skills watcher and its core live-reload

## Summary
Moves the WebRTC realtime sideband websocket join out of the voice start
critical path. Call creation still posts the SDP offer and session
config synchronously so the client gets the SDP answer, but the sideband
websocket now connects in the input task async and doesn't block
conversation state installation.
This lets the normal realtime input channels buffer text, handoff
output, and audio while the WebRTC sideband websocket is connecting. If
the sideband join fails while the conversation is still active, the task
sends a RealtimeEvent::Error through the existing events_tx / fanout
path.
To rephrase this:
* No longer blocked on sideband: the client can receive the SDP answer
earlier, set up the WebRTC peer connection, and let the media leg
progress while the sideband websocket joins.
* Still blocked on sideband: queued text, handoff output, and sideband
server events cannot flow until connect_webrtc_sideband(...).await
finishes and then run_realtime_input_task(...) starts

### Conclusion
Here we see that we saved about a half a second in conversation startup
(1532ms -> 969ms). This also checks out with my sanity tests; I was
seeing at most a second of saving.

- Build one app-server process ThreadStore from startup config and share
it with ThreadManager and CodexMessageProcessor.
- Remove per-thread/fork store reconstruction so effective thread config
cannot switch the persistence backend.

## Summary
This PR fully reverts the previously merged Agent Identity runtime
integration from the old stack:

It removes the Codex-side task lifecycle wiring, rollout/session
persistence, feature flag plumbing, lazy `auth.json` mutation,
background task auth paths, and request callsite changes introduced by
that stack.
This leaves the repo in a clean pre-AgentIdentity integration state so
the follow-up PRs can reintroduce the pieces in smaller reviewable
layers.

## Summary
This fixes a stale-environment path in shell snapshot restoration. A
sandboxed command can source a shell snapshot that was captured while an
older proxy process was running. If that proxy has died and come back on
a different port, the snapshot can otherwise put old proxy values back
into the command environment, which is how tools like `pip` end up
talking to a dead proxy.
The wrapper now captures the live process environment before sourcing
the snapshot and then restores or clears every proxy env var from the
proxy crate's canonical list. That makes proxy state after shell
snapshot restoration match the current command environment, rather than
whatever proxy values happened to be present in the snapshot. On macOS,
the Codex-generated `GIT_SSH_COMMAND` is refreshed when the SOCKS
listener changes, while custom SSH wrappers are still left alone.

## Summary
Adds a second realtime v2 function tool, `remain_silent`, so the
realtime model has an explicit non-speaking action when the
collaboration mode or latest context says it should not answer aloud.
This is stacked on #18597.
## Design
- Advertise `remain_silent` alongside `background_agent` in realtime v2
conversational sessions.
- Parse `remain_silent` function calls into a typed
`RealtimeEvent::NoopRequested` event.
- Have core answer that function call with an empty
`function_call_output` and deliberately avoid `response.create`, so no
follow-up realtime response is requested.
- Keep the event hidden from app-server/TUI surfaces; it is operational
plumbing, not user-visible conversation content.
## Summary
This PR aims to improve integration between the realtime model and the
codex agent by sharing more context with each other. In particular, we
now share full realtime conversation transcript deltas in addition to
the delegation message.
realtime_conversation.rs now turns a handoff into:

## Implementation notes
The transcript is accumulated in the realtime websocket layer as parsed
realtime events arrive. When a background-agent handoff is requested,
the current transcript snapshot is copied onto the handoff event and
then serialized by `realtime_conversation.rs` into the hidden realtime
delegation envelope that Codex receives as user-turn context.
For Realtime V2, the session now explicitly enables input audio
transcription, and the parser handles the relevant input/output
transcript completion events so the snapshot includes both user speech
and realtime model responses. The delegation `<input>` remains the
actual handoff request, while `<transcript_delta>` carries the
surrounding conversation history for context.
Reviewers should note that the transcript payload is intended for Codex
context sharing, not UI rendering. The realtime delegation envelope
should stay hidden from the user-facing transcript surface, while still
being included in the background-agent turn so Codex can answer with the
same conversational context the realtime model had.
- Replace the active models-manager catalog with the deleted core
catalog contents.
- Replace stale hardcoded test model slugs with current bundled model
slugs.
- Keep this as a stacked change on top of the cleanup PR.

Builds on top of #17659
Move the filesystem + sqlite thread listing-related operations inside of
a local ThreadStore implementation and call ThreadStore from the places
that used to perform these filesystem/sqlite operations.
This is the first of a series of PRs that will implement the rest of the
local ThreadStore.
Testing:
- added unit tests for the thread store implementation
- adjusted some unit tests in the realtime + personality packages whose
callsites changed. Specifically I'm trying to hide ThreadMetadata inside
of the local implementation and make ThreadMetadata a sqlite
implementation detail concern rather than a public interface, preferring
the more generate StoredThread interface instead
- added a corner case test for the personality migration package that
wasn't covered by the existing test suite
- adjust the behavior of searched thread listing to run the existing
local rollout repair/backfill pass _before_ querying SQLite results, so
callers using ThreadStore::list_threads do not miss matches after a
partial metadata warm-up

## Summary
App-server v2 already receives turn-scoped `clientMetadata`, but the
Rust app-server was dropping it before the outbound Responses request.
This change keeps the fix lightweight by threading that metadata through
the existing turn-metadata path rather than inventing a new transport.
## What we're trying to do and why
We want turn-scoped metadata from the app-server protocol layer,
especially fields like Hermes/GAAS run IDs, to survive all the way to
the actual Responses API request so it is visible in downstream
websocket request logging and analytics.
The specific bug was:
- app-server protocol uses camelCase `clientMetadata`
- Responses transport already has an existing turn metadata carrier:
`x-codex-turn-metadata`
- websocket transport already rewrites that header into
`request.request_body.client_metadata["x-codex-turn-metadata"]`
- but the Rust app-server never parsed or stored `clientMetadata`, so
nothing from the app-server request was making it into that existing
path
This PR fixes that without adding a new header or a second metadata
channel.
## How we did it
### Protocol surface
- Add optional `clientMetadata` to v2 `TurnStartParams` and
`TurnSteerParams`
- Regenerate the JSON schema / TypeScript fixtures
- Update app-server docs to describe the field and its behavior
### Runtime plumbing
- Add a dedicated core op for app-server user input carrying turn-scoped
metadata: `Op::UserInputWithClientMetadata`
- Wire `turn/start` and `turn/steer` through that op / signature path
instead of dropping the metadata at the message-processor boundary
- Store the metadata in `TurnMetadataState`
### Transport behavior
- Reuse the existing serialized `x-codex-turn-metadata` payload
- Merge the new app-server `clientMetadata` into that JSON additively
- Do **not** replace built-in reserved fields already present in the
turn metadata payload
- Keep websocket behavior unchanged at the outer shape level: it still
sends only `client_metadata["x-codex-turn-metadata"]`, but that JSON
string now contains the merged fields
- Keep HTTP fallback behavior unchanged except that the existing
`x-codex-turn-metadata` header now includes the merged fields too
### Request shape before / after
Before, a websocket `response.create` looked like:

## Why
`codex-core` was re-exporting APIs owned by sibling `codex-*` crates,
which made downstream crates depend on `codex-core` as a proxy module
instead of the actual owner crate.
Removing those forwards makes crate boundaries explicit and lets leaf
crates drop unnecessary `codex-core` dependencies. In this PR, this
reduces the dependency on `codex-core` to `codex-login` in the following
files:

## What
- Remove `codex-rs/core/src/lib.rs` re-exports for symbols owned by
`codex-login`, `codex-mcp`, `codex-rollout`, `codex-analytics`,
`codex-protocol`, `codex-shell-command`, `codex-sandboxing`,
`codex-tools`, and `codex-utils-path`.
- Delete the `default_client` forwarding shim in `codex-rs/core`.
- Update in-crate and downstream callsites to import directly from the
owning `codex-*` crate.
- Add direct Cargo dependencies where callsites now target the owner
crate, and remove `codex-core` from `codex-rs/backend-client`.
## Why
`argument-comment-lint` was green in CI even though the repo still had
many uncommented literal arguments. The main gap was target coverage:
the repo wrapper did not force Cargo to inspect test-only call sites, so
examples like the `latest_session_lookup_params(true, ...)` tests in
`codex-rs/tui_app_server/src/lib.rs` never entered the blocking CI path.
This change cleans up the existing backlog, makes the default repo lint
path cover all Cargo targets, and starts rolling that stricter CI
enforcement out on the platform where it is currently validated.
## What changed
- mechanically fixed existing `argument-comment-lint` violations across
the `codex-rs` workspace, including tests, examples, and benches
- updated `tools/argument-comment-lint/run-prebuilt-linter.sh` and
`tools/argument-comment-lint/run.sh` so non-`--fix` runs default to
`--all-targets` unless the caller explicitly narrows the target set
- fixed both wrappers so forwarded cargo arguments after `--` are
preserved with a single separator
- documented the new default behavior in
`tools/argument-comment-lint/README.md`
- updated `rust-ci` so the macOS lint lane keeps the plain wrapper
invocation and therefore enforces `--all-targets`, while Linux and
Windows temporarily pass `-- --lib --bins`
That temporary CI split keeps the stricter all-targets check where it is
already cleaned up, while leaving room to finish the remaining Linux-
and Windows-specific target-gated cleanup before enabling
`--all-targets` on those runners. The Linux and Windows failures on the
intermediate revision were caused by the wrapper forwarding bug, not by
additional lint findings in those lanes.
