## Summary
This PR includes the session's local date and timezone in the
model-visible environment context and persists that data in
`TurnContextItem`.
## What changed
- captures the current local date and IANA timezone when building a turn
context, with a UTC fallback if the timezone lookup fails
- includes current_date and timezone in the serialized
<environment_context> payload
- stores those fields on TurnContextItem so they survive rollout/history
handling, subagent review threads, and resume flows
- treats date/timezone changes as environment updates, so prompt caching
and context refresh logic do not silently reuse stale time context
- updates tests to validate the new environment fields without depending
on a single hardcoded environment-context string
## test
built a local build and saw it in the rollout file:

## Summary
- bundle contextual prompt injection into at most one developer message
plus one contextual user message in both:
- per-turn settings updates
- initial context insertion
- preserve `<model_switch>` across compaction by rebuilding it through
canonical initial-context injection, instead of relying on
strip/reattach hacks
- centralize contextual user fragment detection in one shared definition
table and reuse it for parsing/compaction logic
- keep `AGENTS.md` in its natural serialized format:
- `# AGENTS.md instructions for {dirname}`
- `<INSTRUCTIONS>...</INSTRUCTIONS>`
- simplify related tests/helpers and accept the expected snapshot/layout
updates from bundled multi-part messages
## Why
The goal is to converge toward a simpler, more intentional prompt shape
where contextual updates are consistently represented as one developer
envelope plus one contextual user envelope, while keeping parsing and
compaction behavior aligned with that representation.
## Notable details
- the temporary `SettingsUpdateEnvelope` wrapper was removed; these
paths now return `Vec<ResponseItem>` directly
- local/remote compaction no longer rely on model-switch strip/restore
helpers
- contextual user detection is now driven by shared fragment definitions
instead of ad hoc matcher assembly
- AGENTS/user instructions are still the same logical context; only the
synthetic `<user_instructions>` wrapper was replaced by the natural
AGENTS text format

## Notes
- I also ran several targeted `compact`, `compact_remote`,
`prompt_caching`, `model_visible_layout`, and `event_mapping` tests
while iterating on prompt-shape changes.
- I have not claimed a clean full-workspace `cargo test` from this
environment because local sandbox/resource conditions have previously
produced unrelated failures in large workspace runs.
## Summary
- add `previous_context_item: Option<TurnContextItem>` to
`ContextManager`
- expose session/state accessors for reading and updating the stored
previous context item
- switch settings diffing to use `TurnContextItem` instead of

add wiring for `phase` field on `ResponseItem::Message` to lay
groundwork for differentiating model preambles and final messages.

updated schemas with `just write-app-server-schema` so we can see type
changes.
### Tests
Updated existing tests for SSE parsing and hydrating from history
adds basic git context to the session prefix so the model can anchor git
actions and be a bit more version-aware. structured it in a
multiroot-friendly shape even though we only have one root today
- Add a single builder for developer permissions messaging that accepts
SandboxPolicy and approval policy. This builder now drives the developer
“permissions” message that’s injected at session start and any time
sandbox/approval settings change.
- Trim EnvironmentContext to only include cwd, writable roots, and
shell; removed sandbox/approval/network duplication and adjusted XML
serialization and tests accordingly.
Follow-up: adding a config value to replace the developer permissions
message for custom sandboxes.
## Description
Introduced `ExternalSandbox` policy to cover use case when sandbox
defined by outside environment, effectively it translates to
`SandboxMode#DangerFullAccess` for file system (since sandbox configured
on container level) and configurable `network_access` (either Restricted
or Enabled by outside environment).
as example you can configure `ExternalSandbox` policy as part of
`sendUserTurn` v1 app_server API:

Changes the `writable_roots` field of the `WorkspaceWrite` variant of
the `SandboxPolicy` enum from `Vec<PathBuf>` to `Vec<AbsolutePathBuf>`.
This is helpful because now callers can be sure the value is an absolute
path rather than a relative one. (Though when using an absolute path in
a Seatbelt config policy, we still have to _canonicalize_ it first.)
Because `writable_roots` can be read from a config file, it is important
that we are able to resolve relative paths properly using the parent
folder of the config file as the base path.
The goal of this change:
1. Unify user input and user turn implementation.
2. Have a single place where turn/session setting overrides are applied.
3. Have a single place where turn context is created.
4. Create TurnContext only for actual turn and have a separate structure
for current session settings (reuse ConfigureSession)
## Summary
SendUserTurn has not been correctly handling updates to policies. While
the tui protocol handles this in `Op::OverrideTurnContext`, the
SendUserTurn should be appending `EnvironmentContext` messages when the
sandbox settings change. MCP client behavior should match the cli
behavior, so we update `SendUserTurn` message to match.

`cargo-rs/Cargol.toml`

- added `uninlined_format_args` to `[workspace.lints.clippy]` in the

## Summary
Before we land #2243, let's start printing environment_context in our
preferred format. This struct will evolve over time with new
information, xml gives us a balance of human readable without too much
parsing, llm readable, and extensible.
Also moves us over to an Option-based struct, so we can easily provide
diffs to the model.

## What? Why? How?
- When running on Windows, codex often tries to invoke bash commands,
which commonly fail (unless WSL is installed)
- Fix: Detect if powershell is available and, if so, route commands to
it
- Also add a shell_name property to environmental context for codex to
default to powershell commands when running in that environment

- Tested within WSL and powershell (e.g. get top 5 largest files within
a folder and validated that commands generated were powershell commands)

The existing `wire_format.rs` should share more types with the
`codex-protocol` crate (like `AskForApproval` instead of maintaining a
parallel `CodexToolCallApprovalPolicy` enum), so this PR moves
`wire_format.rs` into `codex-protocol`, renaming it as
`mcp-protocol.rs`. We also de-dupe types, where appropriate.

## Summary
Currently, we use request-time logic to determine the user_instructions
and environment_context messages. This means that neither of these
values can change over time as conversations go on. We want to add in
additional details here, so we're migrating these to save these messages
to the rollout file instead. This is simpler for the client, and allows
us to append additional environment_context messages to each turn if we
want
