pakrym-oaiandGitHub 768848ab6f Add experimental turn additional context (#24154)
## Summary

Adds experimental `additionalContext` support to `turn/start` and
`turn/steer` so clients can provide ephemeral external context, such as
browser or automation state, without turning that plumbing into a
visible user prompt or triggering user-prompt lifecycle behavior.

## API Shape

The parameter shape is:

```ts
additionalContext?: Record<string, {
  value: string
  kind: "untrusted" | "application"
}> | null
```

Example:

```json
{
  "additionalContext": {
    "browser_info": {
      "value": "Active tab is CI failures.",
      "kind": "untrusted"
    },
    "automation_info": {
      "value": "CI rerun is in progress.",
      "kind": "application"
    }
  }
}
```

The keys are opaque and caller-defined.

## Context Injection

When provided, accepted entries are inserted into model context as
hidden contextual message items, not as visible thread user-message
items.

`kind: "untrusted"` entries are inserted with role `user`:

```text
<external_${key}>${value}</external_${key}>
```

`kind: "application"` entries are inserted with role `developer`:

```text
<${key}>${value}</${key}>
```

Values are not escaped. Each value is truncated to 1k approximate tokens
before wrapping.

For `turn/start`, accepted additional context is inserted before normal
user input. For `turn/steer`, additional context is merged only when the
steer includes non-empty user input; context-only steers still reject as
empty input.

## Dedupe Strategy

`AdditionalContextStore` lives on session state and stores the latest
complete additional-context map.

Each `turn/start` or non-empty `turn/steer` treats its
`additionalContext` as the current complete set of values. Entries are
injected only when the key is new or the exact entry for that key
changed, including `value` or `kind`. After merging, the store is
replaced with the provided map, so omitted keys are removed from the
retained set and can be injected again later if reintroduced.

Omitting `additionalContext`, passing `null`, or passing an empty object
resets the store to empty and injects nothing.

## What Changed

- Threads experimental v2 `additionalContext` through app-server into
core turn start and steer handling.
- Adds separate contextual fragment types for untrusted user-role
context and application developer-role context.
- Uses pending response input items so additional context can be
combined with normal user input without treating it as prompt text.
- Adds integration coverage for start/steer flow, role routing,
dedupe/reset behavior, deletion/re-add behavior, hook-blocked input
behavior, empty context-only steer rejection, external-fragment marker
matching, and truncation.

jif-oaiandGitHub 05e171094d Remove ToolsConfig from tool planning (#22835)
## Why

`codex-tools` is meant to hold reusable tool primitives, but
`ToolsConfig` had become a second copy of core runtime decisions instead
of a small shared contract. It carried provider capabilities, auth/model
gates, permission and environment state, web/search/image feature gates,
multi-agent settings, and goal availability from core into `codex-tools`
([definition](https://github.com/openai/codex/blob/22dd9ad3929253ed24d7ee4f10f238e95ab25f37/codex-rs/tools/src/tool_config.rs#L97),
[stored on each
`TurnContext`](https://github.com/openai/codex/blob/22dd9ad3929253ed24d7ee4f10f238e95ab25f37/codex-rs/core/src/session/turn_context.rs#L87)).
Every session/context variant then had to build and mutate that snapshot
before assembling tools.

This PR removes that master object instead of renaming it. Tool planning
now reads the live `TurnContext`, where `codex-core` already owns those
decisions, while `codex-tools` keeps only reusable primitives and a
generic `ToolSetBuilder`/`ToolSet` accumulator.

## What Changed

- Removed `ToolsConfig` / `ToolsConfigParams` from `codex-tools`; the
crate keeps the shared helpers that still belong there, including
request-user-input mode selection, shell backend/type resolution,
`UnifiedExecShellMode`, and `ToolEnvironmentMode`.
- Replaced config-snapshot planning with `ToolRouter::from_turn_context`
and a `spec_plan` pipeline over `CoreToolPlanContext`, deriving provider
capabilities, auth gates, model support, feature gates, environment
count, goal support, multi-agent options, web search, and image
generation from the authoritative turn state.
- Added generic `codex_tools::ToolSetBuilder` / `ToolSet`, plus the
small core adapter needed to accumulate `CoreToolRuntime` values and
hosted model specs.
- Added the `tool_family::shell` registration module and moved
shell/unified-exec/memory accounting call sites to read the narrow
per-turn fields directly.
- Narrowed `TurnContext` to the remaining explicit per-turn fields
needed by planning: `available_models`, `unified_exec_shell_mode`, and
`goal_tools_supported`.
- Reworked MCP exposure and tool-search setup so deferred/direct MCP
behavior is driven by the current turn rather than a precomputed config
snapshot.
- Replaced the large expected-spec fixture tests with focused
behavior-level coverage for shell tools, environments, goal and
agent-job gates, MCP direct/deferred exposure, tool search,
request-plugin-install, code mode, multi-agent mode, hosted tools, and
extension executor dispatch.

Andrey MishchenkoandGitHub 7c57a59f51 Make multi_agent_v2 wait_agent timeouts configurable (#22528)
## Why

`multi_agent_v2` already allowed configuring the minimum `wait_agent`
timeout, but the default timeout and upper bound were still hard-coded.
That made it hard to tune waits for subagent mailbox activity in
sessions that need either faster wakeups or longer waits, and it meant
the model-visible `wait_agent` schema could not fully reflect the
resolved runtime limits.

## What Changed

- Added `features.multi_agent_v2.max_wait_timeout_ms` and
`features.multi_agent_v2.default_wait_timeout_ms` alongside the existing
`min_wait_timeout_ms` setting.
- Validated all three timeouts in config as `0..=3_600_000`, with
`min_wait_timeout_ms <= default_wait_timeout_ms <= max_wait_timeout_ms`.
- Thread and review session tool config now passes the resolved
min/default/max values into the `wait_agent` tool schema.
- `wait_agent` now uses the configured default when `timeout_ms` is
omitted and rejects explicit values outside the configured min/max range
instead of silently clamping them.
- Updated the generated config schema and config-lock test coverage for
the new fields.

pakrym-oaiandGitHub 4454e1411b Deprecate TurnContext cwd and resolve_path (#22519)
## Why

`TurnContext::cwd` and `TurnContext::resolve_path` are being phased out
in favor of using the selected turn environment cwd directly.
Deprecating both APIs makes any new direct dependency visible while
preserving the existing migration path for current callers.

## What Changed

- Marked `TurnContext::cwd` and `TurnContext::resolve_path` as
deprecated with guidance to use the selected turn environment cwd
instead.
- Added exact `#[allow(deprecated)]` suppressions at each existing
direct usage site, including tests, rather than adding crate-wide
suppression.
- Kept the change behavior-preserving: current cwd reads, writes, and
path resolution continue to use the same values.

jif-oaiandGitHub fc26af377f feat: expose multi-agent v2 as model-only tools (#22514)
## Why

`code_mode_only` filters code-mode nested tools out of the top-level
tool list. For multi-agent v2, we need a rollout shape where the
collaboration tools remain callable as normal model tools without also
being embedded into the code-mode `exec` tool declaration.

Related to this:
https://openai-corpws.slack.com/archives/C0AQLHB4U75/p1778660267922549

## What Changed

- Adds `features.multi_agent_v2.non_code_mode_only`, including config
resolution, profile override handling, and generated schema coverage.
- Introduces `ToolExposure::DirectModelOnly` so a tool can be included
in the initial model-visible list while staying out of the nested
code-mode tool surface.
- Applies that exposure to the multi-agent v2 tools when the new flag is
set: `spawn_agent`, `send_message`, `followup_task`, `wait_agent`,
`close_agent`, and `list_agents`.
- Updates code-mode-only filtering so direct-model-only tools remain
visible while ordinary nested code-mode tools are still hidden.

## Verification

- Added config parsing/profile tests for `non_code_mode_only`.
- Added tool spec coverage for the code-mode-only multi-agent v2
exposure behavior.

pakrym-oaiandGitHub 862b2122ee tools: remove is_mutating dispatch gating (#22382)
## Why

Tool dispatch had two serialization mechanisms:

- `supports_parallel_tool_calls` decides whether a tool participates in
the shared parallel-execution lock.
- `is_mutating` separately gated some calls inside dispatch.

That second hook no longer carried its weight. The remaining
parallel-support flag is already the per-tool concurrency policy, so
keeping a second mutating gate made dispatch harder to follow and left
behind extra session plumbing that only existed for that path.

## What changed

- Removed `is_mutating` from tool handlers and deleted the
`tool_call_gate` path that existed only to support it.
- Simplified dispatch and routing to rely on the existing per-tool
`supports_parallel_tool_calls` boolean.
- Dropped the now-unused handler overrides and related session/test
scaffolding.
- Kept the router/parallel tests focused on the surviving per-tool
behavior.
- Removed the unused `codex-utils-readiness` dependency from
`codex-core` as a follow-up fix for `cargo shear`.

jif-oaiandGitHub fe24a180ab feat: include thread ID in MCP turn metadata (#21329)
## Why

MCP tool calls already include `session_id` in `x-codex-turn-metadata`,
but descendant threads intentionally share that value with the root
thread. Consumers that need to correlate work at the concrete thread
level also need the current `thread_id`.

## What changed

- add `thread_id` to `x-codex-turn-metadata` while preserving
`session_id` as the shared session identity
- thread the two identities separately through normal turns and spawned
review threads
- add regression coverage for resumed sessions, reserved metadata
fields, and deferred MCP tool calls

## Verification

- added focused coverage in `core/src/session/tests.rs`,
`core/src/turn_metadata_tests.rs`, and `core/tests/suite/search_tool.rs`

rhan-oaiandGitHub b3d4f1a9f0 [codex-analytics] rework thread_source for thread analytics (#20949)
## Summary
- make `thread_source` an explicit optional thread-level field on
`thread/start`, `thread/fork`, and returned thread payloads
- persist `thread_source` in rollout/session metadata so resumed live
threads retain the original value
- replace the old best-effort `session_source` -> `thread_source`
mapping with an explicit caller-supplied analytics classification

## Why
Before this change, analytics `thread_source` was populated by a
best-effort mapping from `session_source`. `session_source` describes
the runtime/client surface, not the actual thread-level origin, so that
projection was not accurate enough to distinguish cases such as `user`,
`subagent`, `memory_consolidation`, and future thread origins reliably.

Making `thread_source` explicit keeps one thread-level analytics field
while letting callers provide the real classification directly instead
of recovering it indirectly from `session_source`.

## Impact
For new analytics events, `thread_source` now reflects the explicit
thread-level classification supplied by the caller rather than an
inferred value derived from `session_source`. Existing protocol fields
remain optional; callers that omit `threadSource` now produce `null`
instead of a best-effort inferred value.

905987c08f Prepare selected environment plumbing (#20669)
## Why
This is a prep PR in the multi-environment process-tool stack. It
separates ownership/config cleanup from the behavior change that teaches
process tools to route by selected environment, so the follow-up PR can
focus on model-facing `environment_id` behavior.

## Stack
1. https://github.com/openai/codex/pull/20646 - `EnvironmentContext`
rendering for selected environments
2. https://github.com/openai/codex/pull/20669 - selected-environment
ownership and tool config prep (this PR)
3. https://github.com/openai/codex/pull/20647 - process-tool
`environment_id` routing

## What Changed
- keep the resolved turn environment list wrapped in
`ResolvedTurnEnvironments` through `TurnContext` instead of unwrapping
it back to a raw `Vec`
- add `TurnContext::resolve_path_against` so cwd-relative path
resolution has one shared helper
- replace the old tool config boolean with `ToolEnvironmentMode::{None,
Single, Multiple}`

## Testing
- Tests not run locally; this prep refactor is covered by GitHub CI for
the stack.

Celia ChenandGitHub f8fe96d548 feat: disable capabilities by model provider (#19442)
## Why

Unsupported features must fail closed and Codex must not expose
OpenAI-hosted fallback paths when the active provider cannot support
them. In practice, Bedrock should not surface app connectors, MCP
servers, tool search/suggestions, image generation, web search, or JS
REPL until those paths are explicitly supported for that provider.

This PR moves that decision into provider-owned capability metadata
instead of scattering Bedrock-specific checks across callers.

## What changed

- Adds `ProviderCapabilities` to `codex-model-provider`, with default
support for existing providers and a Bedrock override that disables
unsupported launch surfaces.
- Adds `ToolCapabilityBounds` to `codex-tools` so provider capability
limits can clamp otherwise-enabled tool config.
- Applies capability bounds when building session and review-thread tool
config.
- Routes MCP/app connector configuration through
`McpManager::mcp_config`, which filters configured MCP servers and app
connectors based on the active provider.
- Updates app-server MCP list/read paths to use the filtered MCP config.
- Adds coverage for default provider capabilities, Bedrock disabled
capabilities, and optional tool-surface clamping.

## Testing

errors calling unsupported tools.

jif-oaiandGitHub 34d71d43eb Make MultiAgentV2 wait minimum configurable (#20052)
## Why

MultiAgentV2 `wait_agent` currently clamps short waits to a fixed 10
second minimum. That default is still useful for preventing tight
polling loops, but it is too rigid for environments that need faster
mailbox wake-up checks or a larger minimum to discourage frequent
polling.

This PR makes the minimum wait timeout configurable from the existing
MultiAgentV2 feature config section, so operators can tune the behavior
without changing the legacy multi-agent tool surface.

## What Changed

- Added `features.multi_agent_v2.min_wait_timeout_ms`.
- Defaulted the new setting to the existing 10 second floor.
- Validated the configured value as `1..=3600000`, matching the existing
one hour maximum wait bound.
- Applied the configured minimum to MultiAgentV2 `wait_agent` runtime
clamping.
- Plumbed the configured minimum into the `wait_agent` tool schema,
including the effective default when the minimum is above the normal 30
second default.
- Regenerated `core/config.schema.json`.

Michael BolinandGitHub deaa307fb2 permissions: derive compatibility policies from profiles (#19392)
## Why

After #19391, `PermissionProfile` and the split filesystem/network
policies could still be stored in parallel. That creates drift risk: a
profile can preserve deny globs, external enforcement, or split
filesystem entries while a cached projection silently loses those
details. This PR makes the profile the runtime source and derives
compatibility views from it.

## What Changed

- Removes stored filesystem/network sandbox projections from
`Permissions` and `SessionConfiguration`; their accessors now derive
from the canonical `PermissionProfile`.
- Derives legacy `SandboxPolicy` snapshots from profiles only where an
older API still needs that field.
- Updates MCP connection and elicitation state to track
`PermissionProfile` instead of `SandboxPolicy` for auto-approval
decisions.
- Adds semantic filesystem-policy comparison so cwd changes can preserve
richer profiles while still recognizing equivalent legacy projections
independent of entry ordering.
- Updates config/session tests to assert profile-derived projections
instead of parallel stored fields.

Michael BolinandGitHub 4d7ce3447d permissions: make runtime config profile-backed (#19606)
## Why

This supersedes #19391. During stack repair, GitHub marked #19391 as
merged into a temporary stack branch rather than into `main`, so the
runtime-config change needed a fresh PR.

`PermissionProfile` is now the canonical permissions shape after #19231
because it can distinguish `Managed`, `Disabled`, and `External`
enforcement while also carrying filesystem rules that legacy
`SandboxPolicy` cannot represent cleanly. Core config and session state
still needed to accept profile-backed permissions without forcing every
profile through the strict legacy bridge, which rejected valid runtime
profiles such as direct write roots.

The unrelated CI/test hardening that previously rode along with this PR
has been split into #19683 so this PR stays focused on the permissions
model migration.

## What Changed

- Adds `Permissions.permission_profile` and
`SessionConfiguration.permission_profile` as constrained runtime state,
while keeping `sandbox_policy` as a legacy compatibility projection.
- Introduces profile setters that keep `PermissionProfile`, split
filesystem/network policies, and legacy `SandboxPolicy` projections
synchronized.
- Uses a compatibility projection for requirement checks and legacy
consumers instead of rejecting profiles that cannot round-trip through
`SandboxPolicy` exactly.
- Updates config loading, config overrides, session updates, turn
context plumbing, prompt permission text, sandbox tags, and exec request
construction to carry profile-backed runtime permissions.
- Preserves configured deny-read entries and `glob_scan_max_depth` when
command/session profiles are narrowed.
- Adds `PermissionProfile::read_only()` and
`PermissionProfile::workspace_write()` presets that match legacy
defaults.

## Verification

- `cargo test -p codex-core runtime_roots_to_legacy_projection`

Eric TrautandGitHub 32ace07ac5 Add goal model tools (3 / 5) (#18075)
Adds the model-facing goal tools on top of the app-server API from PR 2.

## Why

Once goals are persisted and exposed to clients, the model needs a
small, constrained tool surface for goal workflows. The tool contract
should let the model inspect goals, create them only when explicitly
requested, and mark them complete without giving it broad control over
user/runtime-owned state.

## What changed

- Added `get_goal`, `create_goal`, and `update_goal` tool specs behind
the `goals` feature flag.
- Added core goal tool handlers that validate objectives and token
budgets before mutating persisted state.
- Constrained `create_goal` to create only when no goal exists, with
optional `token_budget` only when a budget is explicitly provided.
- Tightened the `create_goal` instructions so the model does not infer
goals from ordinary task requests.
- Constrained `update_goal` to expose only goal completion; pause,
resume, clear, and budget-limited transitions remain user- or
runtime-controlled.
- Registered the goal tools in the tool registry and kept them out of
review contexts where they should not appear.

## Verification

- Added tool-registry coverage for feature gating and tool availability.
- Added core session tests for create/get/update behavior, duplicate
goal rejection, budget validation, and completion-only updates.

proxy-env tests saw `http://127.0.0.1:50604` from the active proxy
environment.
