## Summary
- add the `created-by-me-remote` marketplace backed by paginated
`scope=USER` plugin directory and installed-plugin requests
- include USER plugins in installed-plugin caching, bundle sync, and
stale-cache cleanup without client-side discoverability filtering
- expose the marketplace through app-server v2 and regenerate the
protocol schemas
## Testing
- `cargo build -p codex-app-server --bin codex-app-server`
- production-auth `plugin/list` smoke test for `created-by-me-remote`
(returned the expected USER plugin as installed and enabled)
- `just test -p codex-core-plugins` (221 passed)
- `just test -p codex-app-server-protocol` (231 passed)
- `just test -p codex-app-server suite::v2::plugin_list::` (37 passed)
- `just fix -p codex-core-plugins -p codex-app-server-protocol -p
codex-app-server`
- `just fmt`
## Context
Some plugins expose both Apps and MCP servers. This PR moves auth-aware
surface projection into `core-plugins::PluginsManager`, so callers get a
consistent effective plugin view. Later PRs narrow the conflict rule and
update listing/install paths.
The high level goal of this PR is to set up the plumbing to
conditionally filter App/MCP in the plugin manager layer. We start by
removing MCP servers when using SIWC/Codex-backend auth, and removing
Apps when using API-key-style auth.
This PR is now stacked on #27652, which contains only the constructor
plumbing for seeding `PluginsManager` with the current auth mode.
## Stack
- PR1: #27652 seed plugin manager auth at construction.
- PR2: #27459 route plugin surfaces by auth mode.
- PR3: #27607 dedupe plugin MCP servers by App declaration name.
- PR4: #27602 preserve plugin Apps in connector listings.
- PR5: #27461 skip install-time plugin MCP OAuth for matching App
routes.
## Summary
- API-key/non-ChatGPT routes hide plugin Apps and keep plugin MCPs.
- ChatGPT/SIWC with Apps enabled keeps plugin Apps and suppresses MCPs
for dual-surface plugins.
- MCP-only plugins stay available for ChatGPT/SIWC sessions.
- Cached plugin load outcomes are re-projected when auth mode changes.
## Validation
```bash
cargo test -p codex-core-plugins plugin_auth_projection
cargo test -p codex-core list_tool_suggest_discoverable_plugins
git diff --check
```
## Summary
- Keep local plugin suggestions bounded to fallback and explicitly
configured plugins.
- Preserve app-overlap recommendations for remote plugins using cached
catalog metadata.
- Remove the WSL-specific local discovery exception and move
manager-owned discovery tests into `codex-core-plugins`.
## Why
Local curated marketplaces were allowlisted before plugin detail
loading, so every uninstalled candidate could be deep-read before its
app IDs were checked. That caused per-turn reads of candidate plugin
manifests, skills, app configs, hooks, and MCP configs, which is
especially expensive on slow disks.
Remote discovery does not need those local candidate reads because app
IDs are already available in the cached remote catalog. Installed local
plugins are still loaded when needed to determine the user's installed
app IDs.
## Validation
- `just fmt`
- `just test -p codex-core-plugins discoverable::tests` (13 passed)
- `just test -p codex-core plugins::discoverable::tests` (4 passed)
- `just bazel-lock-update`
- `just bazel-lock-check`
- `git diff --check`
Summary
- Propagate cached remote plugin IDs through Codex plugin discovery.
- Inject `remote_plugin_id` and connector IDs into
`request_plugin_install` elicitation `_meta` from the resolved plugin.
- Keep the remote plugin ID out of the model-facing tool schema,
arguments, and result.
Validation
- `just test -p codex-tools`
- `just test -p codex-core-plugins`
- `just test -p codex-core
list_tool_suggest_discoverable_plugins_includes_cached_remote_global_plugins`
- `just fix -p codex-tools`
- `just fix -p codex-core-plugins`
- `just fix -p codex-core`
- `git diff --check`
- `just test -p codex-core` was also attempted: 2,581 passed, 55 failed,
and 1 timed out across unrelated sandbox/environment-sensitive
integration tests.
## Summary
- cache the global remote plugin catalog when remote plugin listing runs
and warm it during startup
- use the cached remote catalog in plugin install recommendations with
canonical `plugin@openai-curated-remote` ids
- reuse the session `PluginsManager` for plugin recommendations so
remote cache state is visible on the recommend path
- skip core installed-state verification for remote plugin install
suggestions while leaving local plugin and connector verification
unchanged
## Testing
- `just fmt`
- `git diff --check`
- `cargo test -p codex-core
list_tool_suggest_discoverable_plugins_includes_cached_remote_global_plugins`
- `cargo test -p codex-core
remote_plugin_install_suggestions_skip_core_installed_verification`
- `cargo test -p codex-app-server
plugin_list_includes_remote_marketplaces_when_remote_plugin_enabled`
Earlier focused checks during the same branch: codex-tools TUI filter
test, request_plugin_install tests, and codex-app-server build.
## Summary
- Keep the original `TOOL_SUGGEST_DISCOVERABLE_PLUGIN_ALLOWLIST` as a
fallback seed list, so users with no installed plugins still get initial
install suggestions.
- Allow additional install suggestions from trusted marketplaces:
`openai-curated` and `openai-bundled`.
- Require non-fallback, non-configured marketplace candidates to share
`.app.json` connector IDs with already installed plugins.
- Preserve explicit configured plugin discoverables as an override,
while still omitting installed, disabled, and `NOT_AVAILABLE` plugins.
## Context
`list_available_plugins_to_install` controls which plugins the model can
trigger via `request_plugin_install`. We want a small starter set for
empty/new users, but we also want installed workflow plugins to unlock
relevant source plugins without maintaining every source plugin ID by
hand.
This keeps the legacy plugin ID allowlist only as the starter fallback.
For everything else, the trusted marketplace is the candidate boundary,
and installed app connector overlap is the relevance filter. For
example, an installed Sales plugin can make HubSpot and Granola
suggestible when those source plugins are in `openai-curated` and share
Sales app connector IDs, while an unrelated test-source plugin with an
app connector not declared by Sales stays hidden.
## Test Coverage
- Empty/no-installed-plugin case: returns the fallback seed plugins from
the original allowlist.
- Installed-app expansion: returns non-fallback marketplace plugins only
when their app connector IDs overlap with an installed plugin.
- Sales workflow case: installed Sales declares HubSpot and Granola
apps, so `hubspot@openai-curated` and `granola@openai-curated` are
returned.
- Sales negative case: `test-source@openai-curated` has an app connector
not declared by Sales, so it is not returned.
- Existing guardrails: installed plugins, disabled suggestions, and
`NOT_AVAILABLE` plugins remain omitted; explicit configured
discoverables still work as an override.
## Validation
- `just fmt`
- `just test -p codex-core plugins::discoverable::tests`
- `just test -p codex-core` was attempted earlier, but current `main` /
local env failed with unrelated existing failures around missing
`test_stdio_server`, CLI/code-mode MCP tool setup, and
unified_exec/shell snapshot flakes/timeouts. The touched discoverable
tests pass.
## Summary
Add `openai-developers@openai-curated` to
`TOOL_SUGGEST_DISCOVERABLE_PLUGIN_ALLOWLIST` so the OpenAI Developers
plugin can be surfaced through tool suggestions once it is available in
the Built by OpenAI marketplace.
Update the discoverable plugin test fixture to assert the plugin is
returned from the curated marketplace allowlist path.
## Validation
- `cargo fmt --check` passed; rustfmt emitted the existing
stable-channel warnings about `imports_granularity`.
- `cargo test -p codex-core
list_tool_suggest_discoverable_plugins_returns_uninstalled_curated_plugins`
passed.
## Summary
- [x] Move the allowlist out of core crate
- [x] Add Teams, SharePoint, Outlook Email, and Outlook Calendar to the
tool_suggest discoverable plugin allowlist
- [x] Add focused coverage for Microsoft curated plugin discovery
## Testing
- just fmt
- cargo test -p codex-core-plugins
- cargo test -p codex-core
list_tool_suggest_discoverable_plugins_returns_
## Summary
- Add `disable_tool_suggest` to app and plugin config, schema, and
TypeScript output
- Exclude disabled connectors and plugins from tool suggestion discovery
- Persist "never show again" tool-suggestion choices back into
`config.toml`
- Update config docs and add coverage for connector and plugin
suppression
## Testing
- Added and updated unit tests for config persistence and tool-suggest
filtering
- Not run (not requested)
## Summary
Move the Computer Use tool suggestion into core Codex plugin discovery.
Also search `openai-bundled` when listing suggested plugins, with test
coverage for overlap between baked-in suggestions and
`tool_suggest.discoverables`.
## Test plan
Tested locally:
- `cargo test -p codex-core list_tool_suggest_discoverable_plugins`
- stop `list_tool_suggest_discoverable_plugins()` from reloading the
curated marketplace for each discoverable plugin
- reuse a direct plugin-detail loader against the already-resolved
marketplace entry
The trigger was to stop those logs spamming:

## Why
`#16193` moved the pure `tool_search` and `tool_suggest` spec builders
into `codex-tools`, but `codex-core` still owned the shared
discoverable-tool model that those builders and the `tool_suggest`
runtime both depend on. This change continues the migration by moving
that reusable model boundary out of `codex-core` as well, so the
discovery/suggestion stack uses one shared set of types and
`core/src/tools` no longer needs its own `discoverable.rs` module.
## What changed
- Moved `DiscoverableTool`, `DiscoverablePluginInfo`, and
`filter_tool_suggest_discoverable_tools_for_client()` into
`codex-rs/tools/src/tool_discovery.rs` alongside the extracted
discovery/suggestion spec builders.
- Added `codex-app-server-protocol` as a `codex-tools` dependency so the
shared discoverable-tool model can own the connector-side `AppInfo`
variant directly.
- Updated `core/src/tools/handlers/tool_suggest.rs`,
`core/src/tools/spec.rs`, `core/src/tools/router.rs`,
`core/src/connectors.rs`, and `core/src/codex.rs` to consume the shared
`codex-tools` model instead of the old core-local declarations.
- Changed `core/src/plugins/discoverable.rs` to return
`DiscoverablePluginInfo` directly, moved the pure client-filter coverage
into `tool_discovery_tests.rs`, and deleted the old
`core/src/tools/discoverable.rs` module.
- Updated `codex-rs/tools/README.md` so the crate boundary documents
that `codex-tools` now owns the discoverable-tool models in addition to
the discovery/suggestion spec builders.
## Test plan
