## Why Made a mistake when carving #29746 out of my local changes and the test was missing from the build graph. Oops! ## What Enable the app-server Wine exec test target. Remove the `manual` tag from generated Wine-exec test variants so wildcard Bazel test invocations select them. Refactor the smoke test to ensure it passes with current Windows support.

[codex] Use expect in integration tests (#28441)
The workspace denies `clippy::expect_used` in production. Although `clippy.toml` allows `expect` in tests, Bazel Clippy compiles integration-test helper code in a way that does not receive that exemption, which encouraged verbose `unwrap_or_else(... panic!(...))` and equivalent `match`/`let else` forms. This allows `clippy::expect_used` once at each integration-test crate root (including aggregated suites and test-support libraries), then replaces manual panic-based Result and Option unwraps with `expect`/`expect_err`. Standalone `tests/*.rs` files remain their own crate roots. Intentional assertion and unexpected-variant panics remain unchanged, and the production `expect_used = "deny"` lint remains in place. The cleanup is mechanical and net-negative in line count.

Run core integration tests against a Wine-backed Windows executor (#28401)
## Why We want to exercise a linux app-server against a windows exec-server without having to repeat every test case. This approach has slight precedent in the remote docker test setup. ## What Run the shared `codex-core` integration suite against Windows exec-server behavior from Linux. This makes cross-OS path and shell regressions visible while keeping unsupported cases owned by individual tests. - Add `local`, `docker`, and `wine-exec` test environment selection with legacy Docker compatibility. - Extend `codex_rust_crate` to generate a sharded Wine-exec variant using a cross-built Windows server and pinned Bazel Wine/PowerShell runtimes. - Teach remote-aware helpers about Windows paths and track temporary incompatibilities with source-local `skip_if_wine_exec!` calls and follow-up reasons.

feat(core): add metadata field to ResponseItem (#28355)
## Description This PR adds an optional `metadata` field to `ResponseItem` for Responses API calls. Only mechanical plumbing, no actual values populated and sent yet. Turns out just adding a new field to `ResponseItem` has quite a large blast radius already. This change is backwards compatible because `metadata` is optional and omitted when absent, so existing response items and rollout history without it still deserialize and requests that do not set it keep the same wire shape. For provider compatibility, we strip out `metadata` before non-OpenAI Responses requests so Azure and AWS Bedrock never see this field. My followup PR here will actually make use of it to start storing and passing along `turn_id`: https://github.com/openai/codex/pull/28360 ## What changed - Added `ResponseItemMetadata` with optional `turn_id`, plus optional `metadata` on Responses API item variants and inter-agent communication. - Preserved item metadata through response-item rewrites such as truncation, missing tool-output synthesis, compaction history rebuilding, visible-history conversion, rollout/resume, and generated app-server schemas/types. - Strip item metadata from non-OpenAI Responses requests while preserving it for OpenAI-shaped requests. - Updated the mechanical fixture/test construction churn required by the new optional field.

[codex] Let generic test turns inherit their environment (#27972)
## Why The paired thread-environment migration changed several generic test turn helpers from supplying a fallback cwd to explicitly selecting the local environment. That changes their meaning under `build_with_remote_env()`: remote-only fixtures cannot resolve the forced local selection, so the tests fail before exercising apply-patch, RMCP, unified-exec, or view-image behavior. Generic helpers should inherit the environment selected by their fixture. Tests that intentionally exercise local routing continue to select the local environment explicitly. ## What changed - Remove forced `local_selections(...)` overrides from the generic apply-patch, RMCP, unified-exec, and view-image turn helpers. - Remove the imports made unused by those deletions. ## Testing - Not run locally; this is a test-fixture-only change and the `full-ci` branch will exercise the affected remote shards.

[codex] Handle Ctrl-C for non-TTY unified exec (#26734)
## Why A long-running unified exec process started with `tty: false` could not be interrupted via `write_stdin`: ordinary non-TTY stdin writes are rejected once stdin is closed, but an exact U+0003 payload should still map to a process interrupt. The interrupt should flow through the same process lifecycle path as a real signal so Codex preserves process-reported output and exit metadata instead of fabricating a Ctrl-C exit code or tearing down the session early. ## What Changed - Add `process/signal` to exec-server with `ProcessSignal::Interrupt` and an empty response. - Add a non-consuming `ProcessHandle::signal` path for spawned processes; on Unix it sends SIGINT to the process group and leaves terminate/hard-kill unchanged. - Route non-TTY U+0003 `write_stdin` through `process.signal(...)` instead of `terminate`, then let the normal post-write collection path drain output and observe exit. - Add exec-server coverage where a shell `trap INT` handler prints the signal and exits with its own code. - Add unified exec coverage where a `tty: false` process traps SIGINT, emits output, and exits with its own code. ## Validation - `just test -p codex-exec-server exec_process_signal_interrupts_process` - `just test -p codex-exec-server` - `just test -p codex-core write_stdin_ctrl_c_interrupts_non_tty_session`

Pair thread environment settings (#26687)
## Why Thread cwd and environment selections are a single logical setting in core: updating one without the other can silently desynchronize the next-turn execution context. Require absolute cwd in thread settings (#26532)
## Why Thread settings cwd overrides are expected to be resolved before they enter core. Keeping this boundary as a plain `PathBuf` made it easy for core/session code to keep fallback normalization and relative-path resolution logic in places that should only receive an already-resolved cwd. This is intentionally the absolute-cwd-only slice: it does not change environment selection stickiness or cwd-to-default-environment fallback behavior. ## What changed - Changes `ThreadSettingsOverrides.cwd`, `CodexThreadSettingsOverrides.cwd`, and `SessionSettingsUpdate.cwd` to use `AbsolutePathBuf`. - Removes core-side cwd normalization/resolution from session settings updates. - Updates affected core/app-server test helpers and callsites to pass existing absolute cwd values or use `abs()` helpers. ## Validation Opening as draft so CI can start while local validation continues.

Switch runtime to cloud config bundle (#24622)
## Summary - Adapts the moved `codex-cloud-config` crate from the legacy cloud requirements endpoint to the new config bundle endpoint. - Switches runtime consumers from `CloudRequirementsLoader` to `CloudConfigBundleLoader` so one shared bundle supplies cloud-delivered config and requirements. - Removes the legacy cloud requirements domain loader path. ## Details This intentionally keeps `codex-cloud-config` monolithic for review lineage: the previous PR establishes the crate move, and this PR shows the behavior change against that moved implementation. A follow-up PR splits the module back into focused files. The new bundle path preserves the important cloud requirements loader semantics where intended: account-scoped signed cache, 30 minute TTL, 5 minute refresh cadence, retry/backoff, auth recovery, and fail-closed startup loading. The cached payload changes from a single requirements TOML string to the backend-delivered bundle, and validation rejects malformed config or requirements fragments before cache write/use.

Add experimental turn additional context (#24154)
## Summary Adds experimental `additionalContext` support to `turn/start` and `turn/steer` so clients can provide ephemeral external context, such as browser or automation state, without turning that plumbing into a visible user prompt or triggering user-prompt lifecycle behavior. ## API Shape The parameter shape is: ```ts additionalContext?: Record<string, { value: string kind: "untrusted" | "application" }> | null ``` Example: ```json { "additionalContext": { "browser_info": { "value": "Active tab is CI failures.", "kind": "untrusted" }, "automation_info": { "value": "CI rerun is in progress.", "kind": "application" } } } ``` The keys are opaque and caller-defined. ## Context Injection When provided, accepted entries are inserted into model context as hidden contextual message items, not as visible thread user-message items. `kind: "untrusted"` entries are inserted with role `user`: ```text <external_${key}>${value}</external_${key}> ``` `kind: "application"` entries are inserted with role `developer`: ```text <${key}>${value}</${key}> ``` Values are not escaped. Each value is truncated to 1k approximate tokens before wrapping. For `turn/start`, accepted additional context is inserted before normal user input. For `turn/steer`, additional context is merged only when the steer includes non-empty user input; context-only steers still reject as empty input. ## Dedupe Strategy `AdditionalContextStore` lives on session state and stores the latest complete additional-context map. Each `turn/start` or non-empty `turn/steer` treats its `additionalContext` as the current complete set of values. Entries are injected only when the key is new or the exact entry for that key changed, including `value` or `kind`. After merging, the store is replaced with the provided map, so omitted keys are removed from the retained set and can be injected again later if reintroduced. Omitting `additionalContext`, passing `null`, or passing an empty object resets the store to empty and injects nothing. ## What Changed - Threads experimental v2 `additionalContext` through app-server into core turn start and steer handling. - Adds separate contextual fragment types for untrusted user-role context and application developer-role context. - Uses pending response input items so additional context can be combined with normal user input without treating it as prompt text. - Adds integration coverage for start/steer flow, role routing, dedupe/reset behavior, deletion/re-add behavior, hook-blocked input behavior, empty context-only steer rejection, external-fragment marker matching, and truncation.pakrym-oai ·

Fix stale background terminal poll events (#23231)
## Why Issue #23214 reports `/ps` showing no background terminals while the status line still says it is waiting for a background terminal. The race is in core: `write_stdin` can poll a process that exits before the response returns. The process manager correctly returns `process_id: None`, but the handler still emitted a `TerminalInteraction` event using the requested session id, causing clients to believe a dead process was still being polled. Fixes #23214. ## What changed - Suppress `TerminalInteraction` events for empty `write_stdin` polls once `response.process_id` is `None`. - Continue emitting interactions for non-empty stdin, even if that input causes the process to exit before the response returns. - Extend the unified exec integration test to assert completed empty polls do not emit terminal interactions. ## Verification - `cargo test -p codex-core --test all unified_exec_emits_one_begin_and_one_end_event` - `cargo test -p codex-core --test all unified_exec_emits_terminal_interaction_for_write_stdin` `cargo test -p codex-core` currently aborts in unrelated `agent::control::tests::resume_agent_from_rollout_uses_edge_data_when_descendant_metadata_source_is_stale` with a reproducible stack overflow.

Make
denycanonical for filesystem permission entries (#23493)## Why Filesystem permission profiles used `none` for deny-read entries, which is less direct than the action the entry actually represents. permissions: support workspace roots in profiles (#22610)
## Why This is the configuration/model half of the alternative permissions migration we discussed as a comparison point for [#22401](https://github.com/openai/codex/pull/22401) and [#22402](https://github.com/openai/codex/pull/22402). The old `workspace-write` model mixes three concerns that we want to keep separate: - reusable profile rules that should stay immutable once selected - user/runtime workspace roots from `cwd`, `--add-dir`, and legacy workspace-write config - internal Codex writable roots such as memories, which should not be shown as user workspace roots This PR gives permission profiles first-class `workspace_roots` so users can opt multiple repositories into the same `:workspace_roots` rules without using broad absolute-path write grants. It also starts separating the raw selected profile from the effective runtime profile by making `Permissions` expose explicit accessors instead of public mutable fields. A representative `config.toml` looks like this: ```toml default_permissions = "dev" [permissions.dev.workspace_roots] "~/code/openai" = true "~/code/developers-website" = true [permissions.dev.filesystem.":workspace_roots"] "." = "write" ".codex" = "read" ".git" = "read" ".vscode" = "read" ``` If Codex starts in `~/code/codex` with that profile selected, the effective workspace-root set becomes: - `~/code/codex` from the runtime `cwd` - `~/code/openai` from the profile - `~/code/developers-website` from the profile The `:workspace_roots` rules are materialized across each root, so `.git`, `.codex`, and `.vscode` stay scoped the same way everywhere. Runtime additions such as `--add-dir` can still layer on later stack entries without mutating the selected profile. ## Stack Shape This PR intentionally stops before the profile-identity cleanup in [#22683](https://github.com/openai/codex/pull/22683) so the base review stays focused on config loading, workspace-root materialization, and compatibility with legacy `workspace-write`. The representation in this PR is therefore transitional: `Permissions` carries enough state to distinguish the raw constrained profile from the effective runtime profile, and there are still call sites that must keep the active profile identity and constrained profile value in sync. The follow-up PR replaces that with a single resolved profile state (`ResolvedPermissionProfile` / `PermissionProfileState`) that keeps the profile id, immutable `PermissionProfile`, and profile-declared workspace roots together. That follow-up removes APIs such as `set_constrained_permission_profile_with_active_profile()` where separate arguments could drift out of sync. Downstream PRs then build on this base to switch app-server turn updates to profile ids plus runtime workspace roots and to finish the user-visible summary behavior. Reviewers should judge this PR as the workspace-roots foundation, not as the final in-memory shape of selected permission profiles. ## Review Guide Suggested review order: 1. Start with `codex-rs/core/src/config/mod.rs`. This is the main shape change in the base slice. `Permissions` now stores a private raw `Constrained<PermissionProfile>` plus runtime `workspace_roots`. Callers use `permission_profile()` when they need the raw constrained value and `effective_permission_profile()` when they need a materialized runtime profile. As noted above, [#22683](https://github.com/openai/codex/pull/22683) replaces this transitional shape with a resolved profile state that keeps identity and profile data together. 2. Review `codex-rs/config/src/permissions_toml.rs` and `codex-rs/core/src/config/permissions.rs`. These add `[permissions.<id>.workspace_roots]`, resolve enabled entries relative to the policy cwd, and keep `:workspace_roots` deny-read glob patterns symbolic until the actual roots are known. 3. Review `codex-rs/protocol/src/permissions.rs` and `codex-rs/protocol/src/models.rs`. These add the policy/profile materialization helpers that expand exact `:workspace_roots` entries and scoped deny-read globs over every workspace root. This is also where `ActivePermissionProfileModification` is removed from the core model. 4. Review the legacy bridge in `Config::load_from_base_config_with_overrides` and `Config::set_legacy_sandbox_policy`. This is where legacy `workspace-write` roots become runtime workspace roots, while Codex internal writable roots stay internal and do not appear as user-facing workspace roots. 5. Then skim downstream call sites. Fix remote environment test fixtures (#22572)
## Why The Docker remote-env coverage was failing before it reached the behavior those tests are meant to exercise. The remote-aware test fixture only registered the remote environment, so tests that intentionally select both `local` and `remote` could not start a turn. After that was fixed, two tests exposed stale fixtures: the approval test was auto-approving under workspace-write, and the remote `view_image` test was writing invalid PNG bytes. ## What Changed - Added `EnvironmentManager::create_for_tests_with_local(...)` so tests can keep the provider default while also selecting `local` explicitly. - Updated `build_remote_aware()` to use that test-only manager when a remote exec-server URL is present. - Changed the remote apply-patch approval helper to use `SandboxPolicy::new_read_only_policy()` so the test actually exercises approval caching per environment. - Replaced the hardcoded remote `view_image` PNG blob with the existing `png_bytes(...)` helper so the test uses a valid image fixture. ## Validation Ran these isolated Docker remote-env tests on the devbox with `$remote-tests` setup: - `suite::remote_env::apply_patch_freeform_routes_to_selected_remote_environment` - `suite::remote_env::apply_patch_approvals_are_remembered_per_environment` - `suite::remote_env::apply_patch_intercepted_exec_command_routes_to_selected_remote_environment` - `suite::remote_env::exec_command_routes_to_selected_remote_environment` - `suite::view_image::view_image_routes_to_selected_remote_environment` All five pass.

feat: add network proxy feature flag (#20147)
## Why The permissions migration is making `permissions.<profile>.network.enabled` the canonical sandbox network bit, while proxy startup is a separate concern. Enabling network access should not implicitly start the proxy, and users who are still on legacy sandbox modes need a separate place to opt into proxy startup and provide proxy-specific settings. This follow-up to #19900 gives the network proxy its own feature surface instead of overloading permission-profile network semantics. ## What changed - Add an experimental `network_proxy` feature with a configurable `[features.network_proxy]` table. - Overlay `features.network_proxy` settings onto the configured proxy state after permission-profile selection, so the proxy only starts when the active `NetworkSandboxPolicy` already allows network access. - Preserve `[experimental_network]` startup behavior independently of the new feature flag. ## Behavior and examples There are now three related knobs: - `permissions.<profile>.network.enabled` controls whether the active permission profile has network access at all. - `features.network_proxy` enables proxy restrictions for an already-network-enabled profile. - Legacy `sandbox_mode` plus `[sandbox_workspace_write].network_access` still control whether legacy `workspace-write` has network access at all. fix: handle deferred network proxy denials (#19184)
## Why This bug is exposed by Guardian/auto-review approvals. With the managed network proxy enabled, a blocked network request can be reported back through the network approval service as an approval denial after the command has already started. Before this change, the shell and unified exec runtimes registered those network approval calls, but did not have a way to observe an async proxy denial as a cancellation/failure signal for the running process. The result was confusing: Guardian/auto-review could correctly deny network access, but the command path could keep running or unregister the approval without surfacing the denial as the command failure. ## What Changed - `NetworkApprovalService` now attaches a cancellation token to active and deferred network approvals. - Proxy-denial outcomes are recorded only for active registrations, cancel the owning token, and are consumed when the approval is finalized. - The shell runtime combines the normal command timeout with the network-denial cancellation token. - Unified exec stores the deferred network approval object, terminates tracked processes when the proxy denial arrives, and returns the denial as a process failure while polling or completing the process. - Tool orchestration passes the active network approval cancellation token into the sandbox attempt and preserves deferred approval errors instead of silently unregistering them. - App-server `command/exec` now handles the combined timeout-or-cancellation expiration variant used by the runtime. ## Verification - `cargo test -p codex-core network_approval --lib` - `cargo clippy -p codex-app-server --all-targets -- -D warnings` - `cargo clippy -p codex-core --all-targets -- -D warnings` --------- Co-authored-by: Codex <noreply@openai.com>

## Why After #19391, `PermissionProfile` and the split filesystem/network policies could still be stored in parallel. That creates drift risk: a profile can preserve deny globs, external enforcement, or split filesystem entries while a cached projection silently loses those details. ci: make Windows Bazel clippy catch core test imports (#18350)
## Why Unused imports in `core/tests/suite/unified_exec.rs` in the Windows build were not caught by Bazel CI on https://github.com/openai/codex/pull/18096. I spot-checked https://github.com/openai/codex/actions/workflows/rust-ci-full.yml?query=branch%3Amain and noticed that builds were consistently red. This revealed that our Cargo builds _were_ properly catching these issues, identifying a Windows-specific coverage hole in the Bazel clippy job. The Windows Bazel clippy job uses `--skip_incompatible_explicit_targets` so it can lint a broad target set without failing immediately on targets that are genuinely incompatible with Windows. However, with the default Windows host platform, `rust_test` targets such as `//codex-rs/core:core-all-test` could be skipped before the clippy aspect reached their integration-test modules. As a result, the imports in `core/tests/suite/unified_exec.rs` were not being linted by the Windows Bazel clippy job at all. That exposed a separate usability problem: because the job keeps `--keep_going`, the top-level Bazel output could still end with: ```text ERROR: Build did NOT complete successfully FAILED: ``` without the underlying rustc/clippy diagnostic being visible in the obvious part of the GitHub Actions log. To keep `--keep_going` while making failures actionable, the wrapper now scans the captured Bazel console output for failed actions and prints the matching rustc/clippy diagnostic block. When a diagnostic block is found, it is emitted both as a GitHub `::error` annotation and as plain expanded log output, rather than being hidden in a collapsed group. ## Verification To validate the CI path, I intentionally introduced an unused import in `core/tests/suite/unified_exec.rs`. The Windows Bazel clippy job failed as expected, confirming that the integration-test module is now covered by Bazel clippy. The same failure also verified that the wrapper surfaces the matching clippy diagnostics directly in the Actions output.

Code mode on v8 (#15276)
Moves Code Mode to a new crate with no dependencies on codex. This create encodes the code mode semantics that we want for lifetime, mounting, tool calling. The model-facing surface is mostly unchanged. `exec` still runs raw JavaScript, `wait` still resumes or terminates a `cell_id`, nested tools are still available through `tools.*`, and helpers like `text`, `image`, `store`, `load`, `notify`, `yield_control`, and `exit` still exist. The major change is underneath that surface: - Old code mode was an external Node runtime. - New code mode is an in-process V8 runtime embedded directly in Rust. - Old code mode managed cells inside a long-lived Node runner process. - New code mode manages cells in Rust, with one V8 runtime thread per active `exec`. - Old code mode used JSON protocol messages over child stdin/stdout plus Node worker-thread messages. - New code mode uses Rust channels and direct V8 callbacks/events. Preserve background terminals on interrupt and rename cleanup command to /stop (#14602)
### Motivation - Interrupting a running turn (Ctrl+C / Esc) currently also terminates long‑running background shells, which is surprising for workflows like local dev servers or file watchers. - The existing cleanup command name was confusing; callers expect an explicit command to stop background terminals rather than a UI clear action. - Make background‑shell termination explicit and surface a clearer command name while preserving backward compatibility. ### Description - Renamed the background‑terminal cleanup slash command from `Clean` (`/clean`) to `Stop` (`/stop`) and kept `clean` as an alias in the command parsing/visibility layer, updated the user descriptions and command popup wiring accordingly. - Updated the unified‑exec footer text and snapshots to point to `/stop` (and trimmed corresponding snapshot output to match the new label). - Changed interrupt behavior so `Op::Interrupt` (Ctrl+C / Esc interrupt) no longer closes or clears tracked unified exec / background terminal processes in the TUI or core cleanup path; background shells are now preserved after an interrupt. - Updated protocol/docs to clarify that `turn/interrupt` (or `Op::Interrupt`) interrupts the active turn but does not terminate background terminals, and that `thread/backgroundTerminals/clean` is the explicit API to stop those shells. - Updated unit/integration tests and insta snapshots in the TUI and core unified‑exec suites to reflect the new semantics and command name. ### Testing - Ran formatting with `just fmt` in `codex-rs` (succeeded). - Ran `cargo test -p codex-protocol` (succeeded). - Attempted `cargo test -p codex-tui` but the build could not complete in this environment due to a native build dependency that requires `libcap` development headers (the `codex-linux-sandbox` vendored build step); install `libcap-dev` / make `libcap.pc` available in `PKG_CONFIG_PATH` to run the TUI test suite locally. - Updated and accepted the affected `insta` snapshots for the TUI changes so visual diffs reflect the new `/stop` wording and preserved interrupt behavior. ------ [Codex Task](https://chatgpt.com/codex/tasks/task_i_69b39c44b6dc8323bd133ae206310fae)

Add Smart Approvals guardian review across core, app-server, and TUI (#13860)
## Summary - add `approvals_reviewer = "user" | "guardian_subagent"` as the runtime control for who reviews approval requests - route Smart Approvals guardian review through core for command execution, file changes, managed-network approvals, MCP approvals, and delegated/subagent approval flows - expose guardian review in app-server with temporary unstable `item/autoApprovalReview/{started,completed}` notifications carrying `targetItemId`, `review`, and `action` - update the TUI so Smart Approvals can be enabled from `/experimental`, aligned with the matching `/approvals` mode, and surfaced clearly while reviews are pending or resolved ## Runtime model This PR does not introduce a new `approval_policy`. Instead: - `approval_policy` still controls when approval is needed - `approvals_reviewer` controls who reviewable approval requests are routed to: - `user` - `guardian_subagent` `guardian_subagent` is a carefully prompted reviewer subagent that gathers relevant context and applies a risk-based decision framework before approving or denying the request. The `smart_approvals` feature flag is a rollout/UI gate. Core runtime behavior keys off `approvals_reviewer`. When Smart Approvals is enabled from the TUI, it also switches the current `/approvals` settings to the matching Smart Approvals mode so users immediately see guardian review in the active thread: - `approval_policy = on-request` - `approvals_reviewer = guardian_subagent` - `sandbox_mode = workspace-write` Users can still change `/approvals` afterward. Config-load behavior stays intentionally narrow: - plain `smart_approvals = true` in `config.toml` remains just the rollout/UI gate and does not auto-set `approvals_reviewer` - the deprecated `guardian_approval = true` alias migration does backfill `approvals_reviewer = "guardian_subagent"` in the same scope when that reviewer is not already configured there, so old configs preserve their original guardian-enabled behavior ARC remains a separate safety check. For MCP tool approvals, ARC escalations now flow into the configured reviewer instead of always bypassing guardian and forcing manual review. ## Config stability The runtime reviewer override is stable, but the config-backed app-server protocol shape is still settling. - `thread/start`, `thread/resume`, and `turn/start` keep stable `approvalsReviewer` overrides - the config-backed `approvals_reviewer` exposure returned via `config/read` (including profile-level config) is now marked `[UNSTABLE]` / experimental in the app-server protocol until we are more confident in that config surface ## App-server surface This PR intentionally keeps the guardian app-server shape narrow and temporary. It adds generic unstable lifecycle notifications: - `item/autoApprovalReview/started` - `item/autoApprovalReview/completed` with payloads of the form: - `{ threadId, turnId, targetItemId, review, action? }` `review` is currently: - `{ status, riskScore?, riskLevel?, rationale? }` - where `status` is one of `inProgress`, `approved`, `denied`, or `aborted` `action` carries the guardian action summary payload from core when available. This lets clients render temporary standalone pending-review UI, including parallel reviews, even when the underlying tool item has not been emitted yet. These notifications are explicitly documented as `[UNSTABLE]` and expected to change soon. This PR does **not** persist guardian review state onto `thread/read` tool items. The intended follow-up is to attach guardian review state to the reviewed tool item lifecycle instead, which would improve consistency with manual approvals and allow thread history / reconnect flows to replay guardian review state directly. ## TUI behavior - `/experimental` exposes the rollout gate as `Smart Approvals` - enabling it in the TUI enables the feature and switches the current session to the matching Smart Approvals `/approvals` mode - disabling it in the TUI clears the persisted `approvals_reviewer` override when appropriate and returns the session to default manual review when the effective reviewer changes - `/approvals` still exposes the reviewer choice directly - the TUI renders: - pending guardian review state in the live status footer, including parallel review aggregation - resolved approval/denial state in history ## Scope notes This PR includes the supporting core/runtime work needed to make Smart Approvals usable end-to-end: - shell / unified-exec / apply_patch / managed-network / MCP guardian review - delegated/subagent approval routing into guardian review - guardian review risk metadata and action summaries for app-server/TUI - config/profile/TUI handling for `smart_approvals`, `guardian_approval` alias migration, and `approvals_reviewer` - a small internal cleanup of delegated approval forwarding to dedupe fallback paths and simplify guardian-vs-parent approval waiting (no intended behavior change) Out of scope for this PR: - redesigning the existing manual approval protocol shapes - persisting guardian review state onto app-server `ThreadItem`s - delegated MCP elicitation auto-review (the current delegated MCP guardian shim only covers the legacy `RequestUserInput` path) --------- Co-authored-by: Codex <noreply@openai.com>Charley Cunningham ·

config: enforce enterprise feature requirements (#13388)
## Why Enterprises can already constrain approvals, sandboxing, and web search through `requirements.toml` and MDM, but feature flags were still only configurable as managed defaults. That meant an enterprise could suggest feature values, but it could not actually pin them. This change closes that gap and makes enterprise feature requirements behave like the other constrained settings. The effective feature set now stays consistent with enterprise requirements during config load, when config writes are validated, and when runtime code mutates feature flags later in the session. It also tightens the runtime API for managed features. `ManagedFeatures` now follows the same constraint-oriented shape as `Constrained<T>` instead of exposing panic-prone mutation helpers, and production code can no longer construct it through an unconstrained `From<Features>` path. The PR also hardens the `compact_resume_fork` integration coverage on Windows. After the feature-management changes, `compact_resume_after_second_compaction_preserves_history` was overflowing the libtest/Tokio thread stacks on Windows, so the test now uses an explicit larger-stack harness as a pragmatic mitigation. That may not be the ideal root-cause fix, and it merits a parallel investigation into whether part of the async future chain should be boxed to reduce stack pressure instead. ## What Changed Enterprises can now pin feature values in `requirements.toml` with the requirements-side `features` table: ```toml [features] personality = true unified_exec = false ``` Only canonical feature keys are allowed in the requirements `features` table; omitted keys remain unconstrained. - Added a requirements-side pinned feature map to `ConfigRequirementsToml`, threaded it through source-preserving requirements merge and normalization in `codex-config`, and made the TOML surface use `[features]` (while still accepting legacy `[feature_requirements]` for compatibility). - Exposed `featureRequirements` from `configRequirements/read`, regenerated the JSON/TypeScript schema artifacts, and updated the app-server README. - Wrapped the effective feature set in `ManagedFeatures`, backed by `ConstrainedWithSource<Features>`, and changed its API to mirror `Constrained<T>`: `can_set(...)`, `set(...) -> ConstraintResult<()>`, and result-returning `enable` / `disable` / `set_enabled` helpers. - Removed the legacy-usage and bulk-map passthroughs from `ManagedFeatures`; callers that need those behaviors now mutate a plain `Features` value and reapply it through `set(...)`, so the constrained wrapper remains the enforcement boundary. - Removed the production loophole for constructing unconstrained `ManagedFeatures`. Non-test code now creates it through the configured feature-loading path, and `impl From<Features> for ManagedFeatures` is restricted to `#[cfg(test)]`. - Rejected legacy feature aliases in enterprise feature requirements, and return a load error when a pinned combination cannot survive dependency normalization. - Validated config writes against enterprise feature requirements before persisting changes, including explicit conflicting writes and profile-specific feature states that normalize into invalid combinations. - Updated runtime and TUI feature-toggle paths to use the constrained setter API and to persist or apply the effective post-constraint value rather than the requested value. - Updated the `core_test_support` Bazel target to include the bundled core model-catalog fixtures in its runtime data, so helper code that resolves `core/models.json` through runfiles works in remote Bazel test environments. - Renamed the core config test coverage to emphasize that effective feature values are normalized at runtime, while conflicting persisted config writes are rejected. - Ran `compact_resume_after_second_compaction_preserves_history` inside an explicit 8 MiB test thread and Tokio runtime worker stack, following the existing larger-stack integration-test pattern, to keep the Windows `compact_resume_fork` test slice from aborting while a parallel investigation continues into whether some of the underlying async futures should be boxed. ## Verification - `cargo test -p codex-config` - `cargo test -p codex-core feature_requirements_ -- --nocapture` - `cargo test -p codex-core load_requirements_toml_produces_expected_constraints -- --nocapture` - `cargo test -p codex-core compact_resume_after_second_compaction_preserves_history -- --nocapture` - `cargo test -p codex-core compact_resume_fork -- --nocapture` - Re-ran the built `codex-core` `tests/all` binary with `RUST_MIN_STACK=262144` for `compact_resume_after_second_compaction_preserves_history` to confirm the explicit-stack harness fixes the deterministic low-stack repro. - `cargo test -p codex-core` - This still fails locally in unrelated integration areas that expect the `codex` / `test_stdio_server` binaries or hit existing `search_tool` wiremock mismatches. ## Docs `developers.openai.com/codex` should document the requirements-side `[features]` table for enterprise and MDM-managed configuration, including that it only accepts canonical feature keys and that conflicting config writes are rejected.

Allow clients not to send summary as an option (#12950)
Summary is a required parameter on UserTurn. Ideally we'd like the core to decide the appropriate summary level. Make the summary optional and don't send it when not needed.
