## Summary
- add a false-by-default `include_skills_usage_instructions` model
metadata field
- enable the field for the bundled `gpt-5.5` model metadata
- consume the metadata in both core and extension skill rendering
- remove hardcoded legacy-model matching and its marker plumbing
## Why
MCP tool-call events need to expose trusted app identity and action
metadata directly so v2 clients do not have to infer it from tool names
or resource URIs.
## What changed
- Add optional `appName`, `templateId`, and `actionName` fields to MCP
tool-call `appContext`.
- Populate `appName` and `templateId` from trusted Codex Apps metadata,
and derive `actionName` from the trusted app resource metadata.
- Preserve all three fields through core events, legacy protocol events,
persisted thread history, resume redaction, and app-server v2 responses.
- Document the public `appContext` fields in
`codex-rs/app-server/README.md`.
- Regenerate app-server JSON and TypeScript schemas and add coverage for
serialization, persistence, redaction, and metadata propagation.
## Validation

- `just test -p codex-core

## Why
#28522 routes selected-plugin HTTP MCP traffic through the owning
executor, but OAuth bootstrap and refresh still used host-local clients.
Executor-only servers therefore cannot complete discovery or login
through the same network boundary as the MCP connection.
## What changed
- adapt `codex_exec_server::HttpClient` to RMCP 1.8's `OAuthHttpClient`
contract
- let RMCP own discovery, dynamic registration, PKCE, token exchange,
and refresh
- route auth status, persisted-token startup, and app-server login
through the server runtime while preserving the existing local discovery
path
- add optional `threadId` to `mcpServer/oauth/login` and echo it in the
completion notification
- implement RMCP's redirect policy and 1 MiB OAuth response limit over
executor HTTP
- cover selected-thread OAuth discovery and login through an
executor-only route
Depends on #28522.
## Why
MCP authentication has distinct OAuth and ChatGPT-session flows.
Representing that choice as `use_chatgpt_auth` makes one flow implicit
and allows the configuration model to express the distinction only
through a boolean.
ChatGPT credential forwarding also needs a first-party trust boundary. A
configurable `chatgpt_base_url` controls routing, but must not grant an
MCP server permission to receive session credentials.
This change builds on #29733, where the boolean was introduced.
## What changed
- Replace `use_chatgpt_auth` with an `auth` field backed by the
exhaustive `McpServerAuth` enum.
- Support `auth = "oauth"` and `auth = "chatgpt"`, with OAuth remaining
the default.
- Trust only the origin derived from the existing hardcoded
`CHATGPT_CODEX_BASE_URL` when granting ChatGPT auth to an MCP server.
- Keep configured bearer tokens and authorization headers ahead of the
selected authentication flow.
- Update config writers, schema output, fixtures, and integration-test
setup to use the enum.
## Verification
Integration coverage exercises the complete streamable HTTP startup path
in two independent configurations:
- A directly constructed MCP configuration verifies that matching an
overridden `chatgpt_base_url` does not grant ChatGPT auth.
- A persisted `config.toml` containing an attacker-controlled
`chatgpt_base_url` and `auth = "chatgpt"` verifies the same boundary
through normal config parsing.
Both tests complete MCP initialization and tool listing and assert that
the full captured request sequence contains no authorization headers.
Separate integration coverage verifies that configured authorization
takes precedence over ChatGPT auth.
## Why
ChatGPT session authentication was inferred from the reserved Codex Apps
server name. That couples credential routing to Codex Apps-specific
behavior and prevents other MCP endpoints hosted by ChatGPT from
explicitly using the current session.
The opt-in also needs a clear security boundary: an arbitrary MCP
configuration must not be able to redirect ChatGPT credentials to
another origin.
## What changed
- Add `use_chatgpt_auth` to HTTP MCP server configuration, defaulting to
`false`.
- Honor the setting only when the parsed server URL has the same HTTP(S)
origin as the configured `chatgpt_base_url`; otherwise remove the
capability before startup.
- Resolve bearer tokens and static or environment-backed authorization
headers before selecting authentication, with configured authorization
taking precedence over ChatGPT session auth.
- Enable the setting for the built-in Codex Apps and hosted plugin
runtime endpoints while keeping Codex Apps caching and tool
normalization scoped to the reserved server.
- Persist the setting through MCP config rewrite paths and expose it in
the generated config schema.
- Load the current login state for `codex mcp list` so reported auth
status matches runtime behavior.
## Verification
Core integration coverage exercises the complete streamable HTTP MCP
startup path and verifies that:
- a same-origin opted-in server receives the current ChatGPT access
token;
- an explicitly configured authorization header takes precedence;
- a different-origin server completes MCP initialization and tool
listing without receiving any ChatGPT authorization header.
## Why
Use a clearer name for what happens when this helper sets up a test
environment.
## What
- Rename the builder and its harness wrapper to use `auto_env` instead
of `remote_env` because the helper will set up a local environment if
configured by the build system.
## Why
Core tests should branch on the executor's operating system, not on
runner details such as Docker or Wine. This keeps platform behavior
stable as new test backends are added and reserves Wine-specific skips
for actual runner debt.
## What
- Add `TestTargetOs` and target/host-aware skip helpers while keeping
`TestEnvironment` internal.
- Replace topology enum access with remote predicates and a narrow
Docker accessor.
- Migrate OS-semantic Wine skips, preserve runner-specific gaps, and
document the skip taxonomy.
## Validation
- `just test -p core_test_support`
- `just test -p codex-core
remote_test_env_can_connect_and_use_filesystem`
- `bazel test //codex-rs/core:core-all-wine-exec-test
--test_output=errors` reached test execution; unrelated existing
view-image, path, and timing failures remain.
- `just test -p codex-core` and `just test` reached broad test
execution; this checkout has unrelated helper, sandbox, and timing
failures.
## Summary
- let `codex sandbox` accept the JSON value from
`codex/sandbox-state-meta`
- require the payload `permissionProfile` instead of falling back to
ambient permissions
- reuse the existing macOS, Linux, and Windows launch paths, treating
external sandbox state conservatively as read-only
- let opaque forwarders add runtime read roots and disable direct
network access without decoding the payload
Builds on #29113, which is now on `main`.
## Tests
- `just test -p codex-cli debug_sandbox::tests`
- `cargo build -p codex-rmcp-client --bin test_stdio_server`
- `just test -p codex-core
stdio_mcp_tool_call_includes_sandbox_state_meta`
- `just test -p codex-mcp`
- `just fmt`
## Why
Remote stdio MCP servers can run in an environment whose path convention
differs from the Codex host. A Windows cwd such as
`C:\Users\openai\share` is absolute for the executor but was rejected by
a POSIX orchestrator.
Built on #29501, now merged, which only clarifies the host-native
`PathUri` constructor name.
## What changed
- Deserialize MCP cwd values as `LegacyAppPathString` so config does not
apply host path rules.
- Interpret that spelling as host-native for local launches and convert
it to `PathUri` at executor launch.
- Skip host filesystem and command resolution checks for remote stdio in
`codex doctor`.
- Add host-independent config and executor-boundary coverage using the
foreign path convention for each test platform.
## Validation
- `just test -p codex-utils-path-uri -p codex-config -p codex-mcp -p
codex-rmcp-client` (408 passed)
- `just test -p codex-cli -p codex-rmcp-client` (372 passed)
- `cargo check --workspace --tests`
- `just test` (11,311 passed; 43 unrelated environment/timing failures)
- `just fix -p codex-cli -p codex-config -p codex-core -p codex-mcp -p
codex-mcp-extension -p codex-rmcp-client -p codex-tui`
## Why
Downstream refactors are producing confusing code with this
functionality having a very generic name. Encoding the specific
conversion approach in the method name makes it clearer.
## What
Rename `PathUri::from_path` to `PathUri::from_host_native_path` and
update its Rust call sites.
## Why
MCP tools were only placed behind `tool_search` when a feature flag was
enabled or when there were at least 100 tools. That made the model's
tool flow depend on both rollout configuration and the number of
installed tools.
The searched-tool flow is now the intended behavior. Making it
unconditional when the model and provider support it gives every
supported setup the same behavior and lets us retire the feature flag
safely.
## What changed
- Defer all effective MCP tools when `tool_search` and namespaced tools
are supported.
- Keep exposing MCP tools directly when search cannot be used, so older
or unsupported model/provider combinations still work.
- Mark `tool_search_always_defer_mcp_tools` as removed and ignore old
configured values.
- Keep plugin filtering, app-only filtering, file handling, and MCP
calls working through the searched-tool flow.
## Why many tests changed
Many tests used to act as if the model could see MCP tools in its first
request and call them immediately. That is no longer the real flow: the
model first receives `tool_search`, searches for a tool, receives the
matching MCP tool, and then calls it in the next request.
The tests therefore needed an extra search step, and checks for tool
names, descriptions, and input fields had to move from the first request
to the search result. These are not separate product changes; they make
the tests follow what the model will actually see after this change. The
plugin tests still check which tools are allowed and where they came
from, the file tests still check upload fields and behavior, and the MCP
round-trip test still checks a successful call from start to finish.
## Tests

- Focused `codex-core` tests for MCP exposure and tool planning
- `just test -p codex-core explicit_plugin_mentions`
- `just test -p codex-core stdio_server_round_trip`

## What
- make Fjord's centralized response-item image preparation unconditional
for new and resumed history
- have local user images and `view_image` outputs always defer decoding
and resizing to that path
- retain `resize_all_images` as an ignored, removed compatibility key
for released clients
- delete the flag-off producer paths and obsolete policy-specific tests
## Why
Centralized preparation is now the intended image path. Keeping the
runtime feature checks also kept two image-processing implementations
alive and allowed client config to select the legacy behavior.
This is a clean replacement for #28975, rebuilt from the latest `main`.
## How
`prepare_response_items` now runs whenever items enter history and
whenever persisted history is reconstructed. Producers emit deferred
image data, so malformed images become the existing model-visible
placeholder instead of failing the session at the producer.
## Test plan

unavailable integration helper binaries
Scope MCP sandbox metadata to the MCP server's owning environment.
Previously, `codex/sandbox-state-meta` always used the turn's primary
cwd and rebuilt a legacy sandbox policy from that cwd. That can be wrong
for MCP servers owned by a different execution environment.
This now sends the owning environment cwd as a `file:` URI in
`sandboxCwd`, keeps `permissionProfile` as the permission source of
truth, and omits sandbox-state metadata when a non-default server
environment is not selected for the turn. Local/default MCP servers keep
the existing fallback cwd behavior.
Tests:
- `just fmt`
- `just bazel-lock-update`
- `just bazel-lock-check`
- `just test -p codex-mcp`
- `just test -p codex-core mcp_sandbox_cwd`
- `cargo build -p codex-rmcp-client --bin test_stdio_server`
- `just test -p codex-core
stdio_mcp_tool_call_includes_sandbox_state_meta`
The workspace denies `clippy::expect_used` in production. Although
`clippy.toml` allows `expect` in tests, Bazel Clippy compiles
integration-test helper code in a way that does not receive that
exemption, which encouraged verbose `unwrap_or_else(... panic!(...))`
and equivalent `match`/`let else` forms.
This allows `clippy::expect_used` once at each integration-test crate
root (including aggregated suites and test-support libraries), then
replaces manual panic-based Result and Option unwraps with
`expect`/`expect_err`. Standalone `tests/*.rs` files remain their own
crate roots. Intentional assertion and unexpected-variant panics remain
unchanged, and the production `expect_used = "deny"` lint remains in
place.
The cleanup is mechanical and net-negative in line count.
## Why
We want to exercise a linux app-server against a windows exec-server
without having to repeat every test case. This approach has slight
precedent in the remote docker test setup.
## What
Run the shared `codex-core` integration suite against Windows
exec-server behavior from Linux. This makes cross-OS path and shell
regressions visible while keeping unsupported cases owned by individual
tests.
- Add `local`, `docker`, and `wine-exec` test environment selection with
legacy Docker compatibility.
- Extend `codex_rust_crate` to generate a sharded Wine-exec variant
using a cross-built Windows server and pinned Bazel Wine/PowerShell
runtimes.
- Teach remote-aware helpers about Windows paths and track temporary
incompatibilities with source-local `skip_if_wine_exec!` calls and
follow-up reasons.
## Why
The paired thread-environment migration changed several generic test
turn helpers from supplying a fallback cwd to explicitly selecting the
local environment. That changes their meaning under
`build_with_remote_env()`: remote-only fixtures cannot resolve the
forced local selection, so the tests fail before exercising apply-patch,
RMCP, unified-exec, or view-image behavior.
Generic helpers should inherit the environment selected by their
fixture. Tests that intentionally exercise local routing continue to
select the local environment explicitly.
## What changed
- Remove forced `local_selections(...)` overrides from the generic
apply-patch, RMCP, unified-exec, and view-image turn helpers.
- Remove the imports made unused by those deletions.
## Testing
- Not run locally; this is a test-fixture-only change and the `full-ci`
branch will exercise the affected remote shards.
## Why
We're moving exec-server to use PathUri for its internal path
representations.
## What
Move `ExecutorFileSystem` APIs to use `PathUri` instead of
`AbsolutePathBuf`. Future changes will convert higher-level parts of
exec-server.
## Summary
- add optional `comp_hash` metadata to `ModelInfo`
- update `ModelInfo` fixtures for the shared schema change
- keep older model responses compatible by defaulting the field to
`None`
## Why
The models endpoint needs an opaque identifier for compaction-compatible
model configurations. This PR only exposes that value in model metadata;
it does not add it to turn context or change runtime behavior.
Follow-up #27520 carries the value through turn context and rollouts,
then uses it to trigger compaction.
## Stack
- based directly on `main`
- replaces #27519, which was accidentally merged into the wrong base
branch
- functionality follow-up: #27520
## Testing
- `just test -p codex-protocol
model_info_defaults_availability_nux_to_none_when_omitted`
- `just fix -p codex-core -p codex-protocol -p codex-analytics -p
codex-models-manager`
## Summary
Adds complete client-side image preparation behind the default-off
`resize_all_images` feature flag.
When enabled, local image producers defer decoding and resizing. Images
are prepared centrally before insertion into conversation history,
covering user input, `view_image`, and structured tool-output images.
## Behavior
- Processes base64 `data:` images in messages and function/custom tool
outputs.
- Leaves non-data URLs, including HTTP(S) URLs, unchanged.
- Applies image-detail budgets:
- `high` and omitted: 2048px maximum dimension and 2.5K 32px patches.
- `original`: 6000px maximum dimension and 10K 32px patches.
- `auto`: uses the same 2048px / 2.5K-patch budget as high.
- `low`: unsupported and replaced with an actionable placeholder.
- Preserves original image bytes when no resize or format conversion is
needed.
- Enforces the shared 1 GiB encoded and decoded data-URL sanity limits.
- Replaces only an image that fails preparation, preserving sibling
content and tool-output metadata.
- Uses bounded placeholders distinguishing generic processing failures,
oversized images, and unsupported `low` detail.
- Prepares resumed and forked history before installing it as live
history without modifying persisted rollouts.
## Flag-Off Behavior
When `resize_all_images` is disabled:
- Existing local user-input and `view_image` processing remains
unchanged.
- Existing decoding and error behavior remains unchanged.
- Arbitrary tool-output images are not processed.
- HTTP(S) image URLs continue to be forwarded unchanged.

## Summary
We originally addressed startup prewarming holding the read side of
`RwLock<McpConnectionManager>` by snapshotting tool-list state. Review
feedback identified the broader ownership problem: the outer
synchronization should only publish or retrieve the current manager,
while MCP operations rely on the manager's internal synchronization. A
follow-up preserved operation retirement with a separate gate, but
further review questioned whether that synchronization was actually
required and whether we could support latest-wins replacement instead.
This PR now stores the current MCP manager in `ArcSwap`. Each operation
uses `load_full()` to obtain an owned `Arc<McpConnectionManager>`, then
performs MCP I/O without retaining the publication mechanism. Refresh
cancels obsolete startup work, constructs a replacement, and atomically
publishes it. New operations see the latest manager, while operations
that already loaded the previous manager retain a valid handle. Refresh
happens at a turn boundary, so there should be no active user tool calls
to drain.
Git history supports dropping the outer `RwLock`. It was introduced in
`03ffe4d595` on November 17, 2025 for non-blocking MCP startup: the
session published an empty manager, startup initialized that same object
while holding the write lock, and readers waited for initialization.
`7cd2e84026` on February 19, 2026 removed that two-phase initialization
in favor of constructing a fresh manager and swapping it in, explicitly
noting that `Option` or `OnceCell` could replace the placeholder design.
Hot reload later reused the existing lock to publish a replacement, but
I found no indication that the lock was introduced to guarantee
in-flight tool calls finish before refresh or shutdown.
Terminal shutdown remains separate from refresh: it aborts startup
prewarming and active tasks before shutting down the current manager, so
tool calls may be interrupted and no model WebSocket work continues
after shutdown. Focused regression coverage exercises pending tool-list
cancellation, deferred refresh, and startup-prewarm shutdown.
## Why
Thread cwd and environment selections are a single logical setting in
core: updating one without the other can silently desynchronize the
next-turn execution context. This change makes that relationship
explicit in the internal thread settings flow while preserving the
existing app-server public API shape.
## What changed
- Moved the cwd/environment pair through internal
`ThreadSettingsOverrides.environment_settings` instead of a top-level
internal `cwd` field.
- Kept `thread/settings/update` public params unchanged, with app-server
translating top-level `cwd` into the paired internal settings shape.
- Moved `Op::UserInput` environment overrides into thread settings so
user turns and settings updates use the same core path.
- Updated core, app-server, MCP, memories, sample, and test callsites to
construct the paired settings shape.
## Verification
- `git diff --check`
- Local test run starting after PR creation.
## Why
Thread settings cwd overrides are expected to be resolved before they
enter core. Keeping this boundary as a plain `PathBuf` made it easy for
core/session code to keep fallback normalization and relative-path
resolution logic in places that should only receive an already-resolved
cwd.
This is intentionally the absolute-cwd-only slice: it does not change
environment selection stickiness or cwd-to-default-environment fallback
behavior.
## What changed
- Changes `ThreadSettingsOverrides.cwd`,
`CodexThreadSettingsOverrides.cwd`, and `SessionSettingsUpdate.cwd` to
use `AbsolutePathBuf`.
- Removes core-side cwd normalization/resolution from session settings
updates.
- Updates affected core/app-server test helpers and callsites to pass
existing absolute cwd values or use `abs()` helpers.
## Validation
Opening as draft so CI can start while local validation continues.
## Summary
- add a defaulted `ModelInfo.use_responses_lite` catalog field
- support serializing `reasoning.context` while preserving the existing
effort and summary path
- has not been turned on for any models yet
I've added an override to parallel tools if responses_lite is on. I've
also forced persistent reasoning when using responses_lite. It would be
ideal if we could centralize all the responses_lite plumbing, but I
think this is best for now to keep the plumbing & diffs small.
## Testing
- `cargo test -p codex-protocol

- `RUST_MIN_STACK=8388608 cargo test -p codex-core

- `cargo check -p codex-core --tests`
- `RUST_MIN_STACK=8388608 cargo clippy -p codex-core --tests` (passes
with pre-existing warnings in `codex-code-mode` and
`codex-core-plugins`)
Stack split from #25708. Original PR intentionally left open. This first
PR adds the multi-agent runtime metadata types and catalog plumbing used
by the rest of the stack.
## Why
Guardian auto-review normally uses the provider-preferred review model
when one is available. Some parent models need model-catalog metadata to
select a different review model while keeping older `/models` payloads
compatible when that metadata is absent.
## What changed
- Added optional `ModelInfo::auto_review_model_override` metadata to the
public model payload as a review-model slug.
- Updated Guardian review model selection to prefer the catalog override
when present, while preserving the existing provider preferred-model
path and parent-model fallback when it is omitted.
- Added focused Guardian coverage for override and no-override model
selection.
- Added an `auto_review` core integration suite test that loads override
metadata from a remote model catalog path and asserts the strict
auto-review `/responses` request uses the catalog-selected review model.
- Updated existing `ModelInfo` fixtures and local catalog constructors
for the new optional field.
## Validation
- `cargo test -p codex-protocol
model_info_defaults_availability_nux_to_none_when_omitted`
- `cargo test -p codex-core guardian_review_uses_`
- `cargo test -p codex-core

all`
- `just fix -p codex-protocol`
- `just fix -p codex-core`
- `just fmt`
- `git diff --check`
Ensures MCP-backed `codex-core` integration tests exercise initialized
servers instead of racing server startup.
I've been idly investigating a few flakes and the failure modes are much
more confusing when a tool call fails because of a failed server start
than when the failed server start causes the test to fail directly.
## Why
Some models need to select their code-execution behavior through model
catalog metadata. Models without that metadata must continue to follow
the existing `CodeMode` and `CodeModeOnly` feature flags, including when
a newer server sends an enum value this client does not recognize.
## What changed
- add optional `ModelInfo.tool_mode` metadata with `direct`,
`code_mode`, and `code_mode_only`
- treat omitted and unknown wire values as `None`
- resolve `None` from the existing feature flags
- carry the resolved `ToolMode` directly on `TurnContext`, outside
`Config`
- use the resolved value for turn creation, model switches, review
turns, tool planning, and code execution
## Coverage
- add protocol coverage for omitted, known, and unknown enum values
- add focused coverage for flag fallback and explicit metadata
overriding feature flags
- add core integration coverage that fetches remote model metadata
through `/v1/models` and verifies the outbound `/responses` tools for
explicit `direct` and `code_mode_only` selectors
## Stack
- followed by #25032
## Summary
Adds experimental `additionalContext` support to `turn/start` and
`turn/steer` so clients can provide ephemeral external context, such as
browser or automation state, without turning that plumbing into a
visible user prompt or triggering user-prompt lifecycle behavior.
## API Shape
The parameter shape is:
```ts
additionalContext?: Record<string, {
value: string
kind: "untrusted" | "application"
}> | null
```
Example:
```json
{
"additionalContext": {
"browser_info": {
"value": "Active tab is CI failures.",
"kind": "untrusted"
},
"automation_info": {
"value": "CI rerun is in progress.",
"kind": "application"
}
}
}
```
The keys are opaque and caller-defined.
## Context Injection
When provided, accepted entries are inserted into model context as
hidden contextual message items, not as visible thread user-message
items.
`kind: "untrusted"` entries are inserted with role `user`:
```text
<external_${key}>${value}</external_${key}>
```
`kind: "application"` entries are inserted with role `developer`:
```text
<${key}>${value}</${key}>
```
Values are not escaped. Each value is truncated to 1k approximate tokens
before wrapping.
For `turn/start`, accepted additional context is inserted before normal
user input. For `turn/steer`, additional context is merged only when the
steer includes non-empty user input; context-only steers still reject as
empty input.
## Dedupe Strategy
`AdditionalContextStore` lives on session state and stores the latest
complete additional-context map.
Each `turn/start` or non-empty `turn/steer` treats its
`additionalContext` as the current complete set of values. Entries are
injected only when the key is new or the exact entry for that key
changed, including `value` or `kind`. After merging, the store is
replaced with the provided map, so omitted keys are removed from the
retained set and can be injected again later if reintroduced.
Omitting `additionalContext`, passing `null`, or passing an empty object
resets the store to empty and injects nothing.
## What Changed
- Threads experimental v2 `additionalContext` through app-server into
core turn start and steer handling.
- Adds separate contextual fragment types for untrusted user-role
context and application developer-role context.
- Uses pending response input items so additional context can be
combined with normal user input without treating it as prompt text.
- Adds integration coverage for start/steer flow, role routing,
dedupe/reset behavior, deletion/re-add behavior, hook-blocked input
behavior, empty context-only steer rejection, external-fragment marker
matching, and truncation.
## Why
The `non_prefixed_mcp_tool_names` feature should be applied where MCP
tools become model-visible, not by remapping names later in core.
Keeping the decision in `McpConnectionManager` construction makes
`ToolInfo` the single shaped view that spec building, deferred tool
search, routing, and unavailable-tool placeholders can consume directly.
This also preserves the existing external behavior while the feature is
off, and keeps the feature-on behavior for code mode and hooks explicit
at the manager boundary.
## What Changed
- Add `McpToolNameMode` to `codex-mcp` and flow it through `McpConfig`
into `McpConnectionManager::new`.
- Normalize MCP `ToolInfo` names in the manager using either
legacy-prefixed namespaces or non-prefixed namespaces; the legacy path
adds `mcp__` without restoring the old trailing namespace suffix.
- Remove the core-side MCP name remapping path so specs, tool search,
session resolution, and unavailable-tool placeholder construction use
the manager-provided `ToolName` values directly.
- Keep code mode flattening on the `__` namespace separator.
- Preserve hook compatibility by giving non-prefixed MCP hook names
legacy `mcp__...` matcher aliases.
- Add/adjust integration and unit coverage for non-prefixed code-mode
behavior, hook matching with the feature on and off, and manager-level
legacy prefixing.

- Treat MCP tools with `readOnlyHint: true` as parallel-safe even when
`supports_parallel_tool_calls` is unset or `false`.
- Keep server-level `supports_parallel_tool_calls` as an additive
override for non-read-only tools.
- Add focused unit coverage for the MCP handler eligibility decision.
- Update RMCP integration coverage to keep the serial baseline on a
mutable tool, verify read-only concurrency without server opt-in, and
preserve the server opt-in concurrency path separately.
## Testing
- `just fmt`
- `cargo test -p codex-core --lib tools::handlers::mcp::tests::`
- `cargo test -p codex-core --test all
stdio_mcp_read_only_tool_calls_run_concurrently_without_server_opt_in`
- `cargo test -p codex-core --test all
stdio_mcp_parallel_tool_calls_opt_in_runs_concurrently`
- `cargo test -p codex-rmcp-client`
## Summary
- route each configured MCP server through an explicit per-server
`environment_id` instead of a manager-wide remote toggle
- default omitted `environment_id` to `local`, resolve named ids through
`EnvironmentManager`, and fail only the affected MCP server when an
explicit id is unknown
- keep local stdio on the existing local launcher path for now, while
named-environment stdio uses the selected environment backend and
requires an absolute `cwd`
- allow local HTTP MCP servers to keep using the ambient HTTP client
when no local `Environment` is configured; named-environment HTTP MCPs
use that environment's HTTP client
## Validation
- devbox Bazel build: `bazel build --bes_backend= --bes_results_url=
//codex-rs/cli:codex //codex-rs/rmcp-client:test_stdio_server
//codex-rs/rmcp-client:test_streamable_http_server`
- devbox app-server config matrix with real `config.toml` /
`environments.toml` files covering omitted local, explicit local,
omitted local under remote default, explicit remote stdio, local HTTP
without local env, explicit remote HTTP, local stdio without local env,
unknown explicit env, and remote stdio without `cwd`
Add owning plugin id to MCP tool call items so we can better filter them
at plugin level.
## Summary
- add optional `plugin_id` to MCP tool-call items and legacy begin/end
events
- propagate plugin metadata into emitted core items and app-server v2
`ThreadItem::McpToolCall`
- preserve plugin ids through app-server replay/redaction paths and
regenerate v2 schema fixtures
## Testing
- `just write-app-server-schema`
- `just fmt`
- `just fix -p codex-core`
- `cargo test -p codex-protocol -p codex-app-server-protocol`
- `cargo test -p codex-app-server-protocol`
- `cargo test -p codex-core mcp_tool_call_item_includes_plugin_id --lib`
- `cargo check -p codex-tui --tests`
- `cargo check -p codex-app-server --tests`
- `git diff --check`
## Notes
- `just fix -p codex-core` completed with two non-fatal
`too_many_arguments` warnings on the touched MCP notification helpers.
- A broader `cargo test -p codex-core` run passed core unit tests, then
hit shell/sandbox/snapshot failures in the integration target.
- A broader app-server downstream run hit the existing
`in_process::tests::in_process_start_clamps_zero_channel_capacity` stack
overflow; `cargo test -p codex-exec` also hit the existing sandbox
expectation mismatch in
`thread_lifecycle_params_include_legacy_sandbox_when_no_active_profile`.
## Why
Model catalog responses can now advertise a nullable
`default_service_tier` for each model. Codex needs to preserve three
distinct states all the way from config/app-server inputs to inference:
- no explicit service tier, so the client may apply the current model
catalog default when FastMode is enabled
- explicit `default`, meaning the user intentionally wants standard
routing
- explicit catalog tier ids such as `priority`, `flex`, or future tiers
Keeping those states distinct prevents the UI from showing one tier
while core sends another, especially after model switches or app-server
`thread/start` / `turn/start` updates.
## What Changed
- Plumbed `default_service_tier` through model catalog protocol types,
app-server model responses, generated schemas, model cache fixtures, and
provider/model-manager conversions.
- Added the request-only `default` service tier sentinel and normalized
legacy config spelling so `fast` in `config.toml` still materializes as
the runtime/request id `priority`.
- Moved catalog default resolution to the TUI/client side, including
recomputing the effective service tier when model/FastMode-dependent
surfaces change.
- Updated app-server thread lifecycle config construction so
`serviceTier: null` preserves explicit standard-routing intent by
mapping to `default` instead of internal `None`.
- Kept core responsible for validating explicit tiers against the
current model and stripping `default` before `/v1/responses`, without
applying catalog defaults itself.
## Validation
- `CARGO_INCREMENTAL=0 cargo build -p codex-cli`
- `CARGO_INCREMENTAL=0 cargo test -p codex-app-server model_list`
- `cargo test -p codex-tui service_tier`
- `cargo test -p codex-protocol service_tier_for_request`
- `cargo test -p codex-core get_service_tier`
- `RUST_MIN_STACK=8388608 CARGO_INCREMENTAL=0 cargo test -p codex-core
service_tier`
## Summary
- migrate exec-server remote registration naming from executor to
environment
- align CLI, public Rust exports, registry error messages, and relay
test fixtures with the environment registry contract
- keep the live registration path and response model consistent with
`/cloud/environment/{environment_id}/register`
## Verification
- `cargo test -p codex-exec-server
remote::tests::register_environment_posts_with_auth_provider_headers
--manifest-path /Users/richardlee/code/codex/codex-rs/Cargo.toml`
- `cargo test -p codex-exec-server --test relay
multiplexed_remote_environment_routes_independent_virtual_streams
--manifest-path /Users/richardlee/code/codex/codex-rs/Cargo.toml`
- `cargo check -p codex-cli --manifest-path
/Users/richardlee/code/codex/codex-rs/Cargo.toml` (still running when PR
opened; will update after completion if needed)
## Why
The Docker remote-env coverage was failing before it reached the
behavior those tests are meant to exercise. The remote-aware test
fixture only registered the remote environment, so tests that
intentionally select both `local` and `remote` could not start a turn.
After that was fixed, two tests exposed stale fixtures: the approval
test was auto-approving under workspace-write, and the remote
`view_image` test was writing invalid PNG bytes.
## What Changed
- Added `EnvironmentManager::create_for_tests_with_local(...)` so tests
can keep the provider default while also selecting `local` explicitly.
- Updated `build_remote_aware()` to use that test-only manager when a
remote exec-server URL is present.
- Changed the remote apply-patch approval helper to use
`SandboxPolicy::new_read_only_policy()` so the test actually exercises
approval caching per environment.
- Replaced the hardcoded remote `view_image` PNG blob with the existing
`png_bytes(...)` helper so the test uses a valid image fixture.
## Validation
Ran these isolated Docker remote-env tests on the devbox with
`$remote-tests` setup:
-
`suite::remote_env::apply_patch_freeform_routes_to_selected_remote_environment`
-
`suite::remote_env::apply_patch_approvals_are_remembered_per_environment`
-
`suite::remote_env::apply_patch_intercepted_exec_command_routes_to_selected_remote_environment`
-
`suite::remote_env::exec_command_routes_to_selected_remote_environment`
- `suite::view_image::view_image_routes_to_selected_remote_environment`
All five pass.
## Why
Some MCP OAuth providers require a pre-registered public client ID and
cannot rely on dynamic client registration. Codex already supports MCP
OAuth, but it had no way to supply that client ID from config into the
PKCE flow.
## What changed
- add `oauth.client_id` under `[mcp_servers.<server>]` config, including
config editing and schema generation
- thread the configured client ID through CLI, app-server, plugin login,
and MCP skill dependency OAuth entrypoints
- configure RMCP authorization with the explicit client when present,
while preserving the existing dynamic-registration path when it is
absent
- add focused coverage for config parsing/serialization and OAuth URL
generation
## Verification
- `cargo test -p codex-config -p codex-rmcp-client -p codex-mcp -p
codex-core-plugins`
- `cargo test -p codex-core blocking_replace_mcp_servers_round_trips
--lib`
- `cargo test -p codex-core
replace_mcp_servers_streamable_http_serializes_oauth_resource --lib`
- `cargo test -p codex-core config_schema_matches_fixture --lib`
## Notes
Broader local package runs still hit unrelated pre-existing stack
overflows in:
- `codex-app-server::in_process_start_clamps_zero_channel_capacity`
-
`codex-core::resume_agent_from_rollout_uses_edge_data_when_descendant_metadata_source_is_stale`
## Why
The core `Op::ListMcpTools` request path is no longer needed. Keeping it
around left a dead request/response surface alongside the app-server MCP
inventory APIs that own current server status listing.
## What Changed
- Removed `Op::ListMcpTools`, `EventMsg::McpListToolsResponse`, and the
core handler that built the MCP snapshot response.
- Removed the now-unused `codex-mcp` snapshot wrapper/export and passive
event handling arms in rollout and MCP-server consumers.
- Updated tests that used the old op as a synchronization hook to wait
on existing startup/skills events, and deleted the plugin test that only
exercised the removed listing op.
## Validation
- `cargo test -p codex-protocol`
- `cargo test -p codex-mcp`
- `cargo test -p codex-rollout -p codex-rollout-trace -p
codex-mcp-server`
- `cargo test -p codex-core --test all
pending_input::queued_inter_agent_mail`
- `cargo test -p codex-core --test all
rmcp_client::stdio_mcp_tool_call_includes_sandbox_state_meta`
- `cargo test -p codex-core --test all
rmcp_client::stdio_image_responses`
- `just fix -p codex-core -p codex-protocol -p codex-mcp -p
codex-rollout -p codex-rollout-trace -p codex-mcp-server`
## Why
The model list needs to carry display-ready service tier metadata so
clients can render tier choices with stable IDs, names, and
descriptions. A raw speed-tier string list is not enough for richer UI
copy or future tier labels.
## What changed
- Added `ModelServiceTier` to shared model metadata with string `id`,
`name`, and `description` fields.
- Added `service_tiers` to `ModelInfo` and `ModelPreset`, preserving
empty defaults for older cached model payloads.
- Exposed `serviceTiers` on app-server v2 `Model` responses and threaded
it through TUI app-server model conversion.
- Marked legacy `additional_speed_tiers` / `additionalSpeedTiers`
metadata as deprecated in source and generated schema output.
- Regenerated app-server protocol JSON schema and TypeScript fixtures,
including `ModelServiceTier.ts`.
## Verification
- Ran `just write-app-server-schema`.
- Did not run local tests per repo instruction; relying on PR CI.

## Summary
- Removes `SandboxPolicy` from the RMCP client test suite.
- Adds shared read-only user-turn helpers that submit
`PermissionProfile::read_only()` plus the legacy compatibility
projection required by the current `Op::UserTurn` shape.
- Keeps sandbox metadata assertions intact by deriving the expected
legacy `sandboxPolicy` value from the same read-only profile used for
the turn.
## Verification
- `cargo check -p codex-core --tests`
- `just fmt`
## Why
Per-turn permission overrides should use the same canonical profile
abstraction as session configuration. That lets TUI submissions preserve
exact configured permissions without round-tripping through legacy
sandbox fields.
## What changed
This adds `permission_profile` to user-turn operations, threads it
through TUI/app-server submission paths, fills the new field in existing
test fixtures, and adds coverage that composer submission includes the
configured profile.
## Verification
- `cargo test -p codex-tui permissions -- --nocapture`
- `cargo test -p codex-core --test all permissions_messages --
--nocapture`

Adds max_context_window to model metadata and routes core context-window
reads through resolved model info. Config model_context_window overrides
are clamped to max_context_window when present; without an override, the
model context_window is used.
