• Use GitHub > [!IMPORTANT] callout in skills-ref/README.md (#164)

  Replace the plain bold-text blockquote with GitHub's alert syntax so the
  "not for production" notice renders with a colored icon and background,

• Add Windows installation instructions for skills-ref (#25)

  - Add platform-specific headers (macOS/Linux vs Windows)
  - Add PowerShell activation: .venv\Scripts\Activate.ps1
  - Add Command Prompt activation: .venv\Scripts\activate.bat
  - Cover both pip and uv installation methods
