Fix OpenAI Responses API message filtering for multi-turn conversations

- Added logic to filter assistant messages when using previous_response_id
- Updated _prepare_options to determine conversation type before message preparation
- Modified _prepare_messages_for_openai to accept filter_for_continuation parameter
- When using previous_response_id (resp_*), only NEW user messages after last assistant are sent
- Added comprehensive tests for message filtering behavior
- All existing tests pass
